The tram was travelling too fast around a bend after exiting a tunnel on the way to Sandilands station, Mr Barwell confirmed.
The reason why it was travelling too fast has not been determined yet.
A proposal for a permanent memorial to the victims in Croydon will be submitted to the council in the coming weeks.
