Services are returning to the Jubilee Health Centre in Wallington after they were removed due to problems with water and fire safety.

Four services were removed by their provider, the Epsom and St Helier trust, including blood testing, antenatal classes, hip and knee clinics and an orthotics clinic.

It emerged at a scrutiny meeting last week that the state-of-the-art healthcare centre had no plan for the prevention of Legionella - a bug which can lead to potentially fatal Legionnaires' disease.

The meeting also heard a risk assessment at the end of last year identified problems with the centre’s evacuation procedure for disabled people and two weeks ago they issued a new evacuation procedure.

Chairwoman, Mary Burstow, said: "So what you are saying is when David Weir had opened that building - if there had been a fire your staff wouldn’t know how to get him out?"

Project manager for the Jubilee Health Centre, Andrew Grimes, said: "They may not have had detailed information but they would have made sure he got out."

He said that because they have a lot of staff using the facilities from outside the centre they would have to train hundreds of people and it was therefore deemed more appropriate to use "normal manual handling" of a person in a wheel chair.

The building is "compartmentalised" so in the case of a fire patients will be moved sideways rather than downwards - giving the fire brigade more time to distinguish the fire.

The primary care trust and the company developing the centre reviewed the risk assessments for water and fire management - identifying issues that needed to be resolved.

It has pledged to take action.

Brendan Hudson, chair of Sutton CCG, was keen to emphasise that services are now starting back at the centre:

Blood testing started again on Wednesday and will take place every Monday, Wednesday, Thursday and Friday from 8.30-10.30pm.

Antenatal will start on April 15 and will take place on Mondays and Tuesdays.

Hip and knee clinics will start again in April and will take place every second Monday of the month.
