Conservative Tudor ward councillor Frank Thompson has resigned due to ill health.
Councillor Thompson had served on Kingston Council for 12 years.
Council leader Kevin Davis said he received Coun Thompson's resignation this morning.
He added: "We're very sad that he his having to step down.
"He has been a real asset to the council and to Tudor ward.
"We're going to miss him a great deal.
"We just wish him good luck with his health issues and hope he makes a recovery from them."
Coun Thompson was first elected in 2002, and went on to win a further three elections.
He was comfortably re-elected in May's local elections, polling 1,378 votes.
A by-election is likely to be held either on October 9 or 16.
