The first stage of the council’s Urban Regeneration Vehicle (URV) will be decided tonight.
The council has entered into a partnership with developers John Laing to regenerate four council-owned sites.
Laing will redevelop the buildings, with the profits split evenly between the two.
The Fell Road building is to be demolished to make way for a new “public sector hub”, which will replace the council headquarters Taberner House, which will be developed by Laing.
The council has submitted its planning application for the hub, which will be debated at the next planning committee meeting on Thursday.
