The prospect of an army of lorries working on the new M25 service station at Downside being allowed to drive through Cobham town centre is due to be discussed on Wednesday night.
Planning committee councillors have been asked to approve access from Horsley Road while Swayfields work on 900m of the carriageway.
The Cobham and Downside Residents’ Association, Effingham Parish Council and Campaign for the Protection of Rural England have objected, as have eight residents.
But Elmbridge councillors were being recommended by their planning officials to allow the move.
When the then Secretary of State John Prescott announced the decision in 2005, he said that vehicular access should only be obtained from the M25.
