People will be able to call on the council to investigate licensed premises where there are allegations of nuisance or crime.
Residents and businesses will be able to request that the local authority reviews licensed premises if they do not appear to be meeting the council's four licensing objectives.
The four objectives include: preventing crime and disorder, ensuring public safety, preventing public nuisance and protecting children from harm.
The council has also said it is likely to refuse licenses for premises just selling alcohol in an area of the town centre.
Councillor Paul Smith, cabinet member for public protection and crime reduction, said: "Licensing is an issue that affects everybody, whether they are residents, businesses or licensees, and through our policy we intend to balance the needs of them all to make sure Croydon remains a safe and attractive place to live, work and socialise."
