Only a quarter of council taxpayers feel that Kingston Council provides value for money, according to a national survey.
Kingston taxpayers pay one of the highest council tax bills in the country with the average band D house due to pay £1,630.25 next year after a 3.2 percent rise.
The Place Survey was carried out by Ipsos Mori from October 13 to December 19, last year and asked questions of 1,412 residents.
It showed that just less than half of people were satisfied or fairly satisfied with how the council runs things, satisfaction with keeping land clear of litter refuse had decreased from 71 percent to 58 percent and satisfaction with the local rubbish tip had also fallen from 78 percent to 64 percent.
But overall 85 percent of people were satisfied with where they live and only 27 percent wanted to be more involved in decision making.
In Wandsworth, 72.7 percent of people said their council tax - frozen for a second year at £682 for a Band D property and the lowest in the UK - was value for money.
