A site for a leisure centre has been given the green light after original plans were thrown out.
The Horley leisure centre was to have been at Oakwood School, but costs rose too high because of problems with the flood plain and access road.
Now Surrey County Council has agreed to sell the disused Court Lodge infant and secondary school sites for the centre.
Reigate and Banstead Borough Council said it would consider outline plans at its planning committee on 28 January.
The centre, which will have a 25m swimming pool, sports hall, gym and dance studio, will be on the secondary school site, along with 15 affordable homes.
A care home for the elderly, a Baptist Church centre and 20 homes will be proposed on the infant school site.
The exisiting Horley Anderson leisure centre will be demolished, but the Innes Pavilion, used as changing rooms for the nearby football pitches, will remain.
The council said the Keys Youth Centre would move from the secondary school site to the refurbished Old Fire Station this autumn
