Bemused residents of a quiet Surbiton road have found themselves slapped with £110-a-day fines for parking on their own driveways.

Wardens started handing out tickets to cars parked behind six Cadogan Road houses last Friday, enraged motorists said.

Tickets then appeared on cars on Saturday and Monday despite being parked on driveways.

The concrete driveways, though they belong to houses in Cadogan Road, are actually in St Leonard’s Road.

But when the confused owners complained to Kingston Council they were told they they would have to talk to parking services and prove that they had not been parked illegally through an official system.

David Gilbert, 40, has come home from work to find a ticket on his black Audi three times.

He said: “It is bemusing. After the first one I thought it was obviously some kind of mistake and would be easily sorted out.

"Then the fines just kept on coming.

“When you try and talk to someone at the council they tell you to talk to parking services but they just tell you that you have been photographed parking illegally and you will have to contest it like everyone else does.

"I’m essentially being fined £110 a day for parking on my own driveway.”

Project manager Mr Gilbert has lived in Cadogan Road for 14 years and claims he has never had any problems with parking on his property before.

The road does have permit holder only and paid for parking bay enforcement between 10am and 4pm Monday to Friday.

Yellow lines have been painted in some parts of the road to stop people parking over driveways and in front of garages.

The fine for parking on the lines or without a permit is £110, reduced to £55 if paid with 14 days.

Mr Gilbert added: “One of the neighbours spotted the traffic warden and asked what he was doing but you just can’t get an answer from them.

“We even got a ticket on Saturday when the parking restrictions are not even in place. It is unbelievable really.”

Kingston Council initially said the Cadogan Road residents were parked illegally on a crossover that construes no form of ownership.

In a statement attributed to Grove councillor Phil Doyle, who has responsibility for residents’ services, it said the verges were “important green spaces which contribute to St Leonard’s Road being an attractive place to live”.

But these images show cars clearly parked on concrete driveways.

The statement continued: “We have changed our parking enforcement activity in St Leonard’s Road following complaints by residents.

“Grass verges are part of the highway so parking on them is not permitted.

“Parking restrictions also apply to the crossovers along St Leonard’s Road and fixed penalty notices were recently issued to some local residents.

“The council will cancel notices issued on the built crossovers and hopes that residents in the area will work with us to improve the situation for everyone for the future.”

A spokeswoman maintained the cars pictured are parked on the highway, not a driveway.

She added: "A crossing over the verge even where constructed, construes no form of ownership."
