A dozen police officers swooped on the headquarters of Croydon Council following reports of a man "acting erratically".
Officers were called to Bernard Weatherill House in Mint Walk at about 10.45am this morning, a Metropolitan Police spokeswoman said.
Paramedics were also called.

A spokesman for Croydon Council said the man had been "chased into the building" from the street.
James Dartnell, a housing benefits officer for the council, tweeted to say it was "kicking off" at Bernard Wetherill House.
Officers were at the building at 11.45am.
A man had been seen "acting erratically" at the council offices, the Met spokeswoman said, although she could not provide further details.
