Plans for a block of 33 flats on the Duke's Head site in Walton were branded "absolutely disgusting" and a "nightmare" by councillors, who recommended the application be refused.

The planning sub-committee's decision, on Tuesday, April 11, has left the fate of the former pub in Hepworth Way, in complete disarray.

Local residents gathered a 300 signature petition after council officers recommended the application be accepted. Councillors also disagreed with the sub-committee's decision because of the lack of infrastructure, particularly car parking, included in the scheme.

Retired architect and resident Laurence Jackman said: "Walton cannot continue to absorb the relentless frenzy to build these enormous cramped flat blocks when it is clear the infrastructure cannot cope.

"I was impressed with the councillors' decision, but without more car parking I cannot see a future for Walton's shopping centre. The council seems to lack any ideas on how to solve this problem."

Mr Jackman put forward alternative plans for a multi-storey car park, but his hopes were dashed because the council does not own the land.

The future of the site is now in doubt, with the derelict building still standing in the interim.

Councillor Chris Sadler, representing Walton Central ward, put the responsibility at the feet of the site owners.

He said: "I'm disappointed at the way the owners have allowed the site to deteriorate. The opportunity is there but the developers need to consult with the senior officers for a more comprehensive development."

Michael Taylor, principal architect for the developers Galliard Homes, said: "The last thing the town centre needs is an ugly car park directly opposite the new Heart complex. Instead, we propose an attractive street frontage, full of activity, which is part of a building contributing to the new vitality and success of Walton."

The final decision will be made at the full planning committee meeting on May 22.
