Police said they caught a driver watching a Lord of the Rings DVD on the motorway this morning.
Traffic police stopped a blue Ford Transit van driver on the clockwise carriageway of the M25 just before Cobham services at about 7.45am.
Surrey Police’s Road Policing Unit Tweeted the news and a photo of Gandalf earlier this morning.
The team posted: "We just stopped a #Lord of the rings fan. Watching it on DVD whilst driving is not good. #points #fines #gandalf."
Other Twitter users suggested that police should have quoted Gandalf and told the driver "you shall not pass".
Police said they issued a driver referral, which means the driver will have to pay a £100 fine, lose three points, take part in a driving course or go to court.
A Surrey Police spokeswoman later said a man in his 30s from Guildford has been reported for driving without due care and attention.
She said: "It is suspected the driver, who was the single occupant of the vehicle, may have been using a portable DVD player which was seen on the dashboard of the van."
