I write in reply to Naomi Boyles unfortunate experience with the rules which govern the issue of penalty charge notices (24-hour parking police, March 7).
I was ticketed before 9am recently in Coulsdon, as were many others in the quiet residential road I live in, for parking on the kerb.
I did this because the road I live in is so narrow. If two cars park opposite each other where I live, it would be impossible for an emergency vehicle to pass through.
This argument seems to cut no ice with the council. All they are interested in is the £40 they can claim from residents, rather than the lives that would be affected if valuable minutes were lost because of an obstruction.
I'm sure the council see PCNs as a top up to the council tax as they don't seem at all interested in coming out to the road to assess residents' concerns and grant us dispensation to park on the kerb.
