I am really sorry the inhabitants of North Battersea have lost their battle to to be able to drive their cars up and down the King's Road and the rest of the West End without paying the full congestion charge. There is however, an excellent bus service over Battersea Bridge which will enable them to enjoy the heady delights of Chelsea without incurring either the congestion charge or parking charges. This is what the congestion charge is intended for.
