Taxpayers could see £100m saved within four years by the Surrey County Council gaining better deals on contracts.
The money saved would pay for the project to rebuild more than 300 miles of road most in need of improvement.
In the past financial year, the county council saved £27m on deals, with the total reaching £83m in the past three years.
This year, another £10m of saving have been made, with another £5m expected in coming months.
Denise Le Gal, Surrey County Council’s cabinet member for business services, said: “We’re determined to get the best possible deal for Surrey taxpayers and saving £100m in four years through driving harder bargains bears testament to that.
“That sum would be enough to cover our revolutionary five-year programme to completely overhaul more than 300 miles of road and we’re determined to ensure we continue to provide maximum value for money and excellent services.”
Last year’s saving came after contracts for IT businesses and energy suppliers were renegotiated and this year better deals were made with building firms and a shared purchasing initiative with East Sussex County Council.
