The Tories won the largest number of seats in Mole Valley despite a strong showing by UKIP.
They took three seats, the Lib Dems two and an independent, Mole Valley's borough council leader, held Ashtead.
In Leatherhead and Fetcham East Conservative Tim Hall won with 1,564 votes but UKIP's Roger Bird in second place with 1,048.
Ashtead Independent Chris Townsend was reelected in Ashtead with nearly 2,300 votes over Tory rival Tim Ashton who got a thousand less.
UKIP came third in Ashtead and the other four wards.
Turnout was 31.5 per cent in Leatherhead and Fetcham East and 38.7 per cent in Ashtead, compared to 41 per cent across Surrey in 2009.
Conservative Helyn Clack won in Dorking Rural, Lib Dem Stephen Cooksey won in Dorking South and Holmwoods, Conservative Clare Curran won in Bookham and Fetcham West and Lib Dem Hazel Watson won in Dorking Hills.
