LONDON BOROUGH OF MERTON PROPOSED WAITING RESTRICTIONS IN VARIOUS ROADS THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 201*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) would be prohibited at any time in the lengths of roads listed in the Schedule to this Notice.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the lengths of roads to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/WR2018B4, no later than 16 November 2018.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Orders.

2. The general effect of the above mentioned 'Free Parking Places' Orders would be to: -

(a) designate parking places on the carriageway at the locations listed in the Schedule to this Notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

(e) relocate the disabled parking place outside No. 36 Caithness Road so that it lies from a point 6.6 metres north-west of the common boundary of Nos. 40 and 42 Caithness Road north-westward for a distance of 6.6 metres.
3. The general effect of the "Parking Places Amendment" Orders would be to shorten in length or remove existing permit parking places in Dinton Road, Colliers Wood; Manor Road, Mitcham; and Milton Road, Mitcham; to facilitate the installation of disabled persons parking places in those roads.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate each length of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP21, no later than 16 November 2018.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrians affected by the footway closure should proceed via the footway opposite.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Monday 29 October 2018 and will remain in force for a maximum period of 18 months or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON MORDEN PARK CAR PARK AND ACCESS ROAD THE MERTON (OFF-STREET PARKING PLACES) (NO. *) ORDER 201*
THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 201* THE MERTON (PROHIBITION OF STOPPING) ORDER 201*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 32, 35 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the 'Off-Street Parking Places' Order would be to revoke the Merton (Off-Street Parking Places) (No. 1) Order 2018 and re-enact its provisions with amendments so as to:-

(a) allow electric vehicle charging in those off-street car parks with dedicated electric vehicle parking spaces and electric charge points. Vehicles not charging would not be permitted in dedicated electric vehicles parking spaces. Electric vehicles being charged may be left in an electric vehicle parking space for any period, unless indicated otherwise by signage. Parking tariffs would not apply to electric vehicles being charged;

(b) restrict access to the new Morden Park Car Park extension immediately to the west of the Morden Leisure Centre to:-

(i) vehicles displaying a disabled badge; and (ii)) authorised vehicles only;
(c) apply a 3 hour maximum stay to vehicles displaying a disabled badge in the dedicated disabled parking spaces in the Morden Park Car Park extension (no such restriction would apply to the main Morden Park Car Park);

(d) apply a 20 minute maximum stay to vehicles loading/unloading in the loading place in the Morden Park Car Park extension;

(e) introduce a 10 MPH speed limit in the Morden Park Car Park, including the new extension.

3. The general effect of the 'Waiting and Loading' Order would be to further amend existing the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) would be prohibited at any time in the road known as the Morden Park Access Road and in the access road to the Morden Leisure Centre service area.

4. The general effect of the 'Prohibition of Stopping' Order would be to prohibit stopping 'at any time' in the lengths of the Morden Park Access Road specified in the Schedule to this Notice. The no stopping restrictions would not apply to buses or coaches picking up or dropping off passengers provided they remain no longer than 30 minutes.

5. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

6. COPSE HILL, WEST WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate development and associated works adjacent to Copse Hill, West Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Copse Hill.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Copse Hill, the south side, between its junction with Crawford Mews and its junction with Chambers Park Hill.

3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) authorised vehicles; or

(b) any vehicle being used in connection with the execution of the said works; or

(c) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

ST MARY'S ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 12 St Mary's Road, they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in St Mary's Road.

2. During the works, no person will:-

(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in St Mary's Road, both sides, from a point 6 metres north-west of the common boundary of Nos. 12 and 14 St Mary's Road to a point 6 metres south-east of the common boundary of Nos. 10 and 12 St Mary's Road; or

(b) enter or proceed in the footway on the north-east side of the length of road specified in sub-paragraph 2(a) above.

3. Any designated parking place situated in the length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works.
