(MICRO ASPHALTING PROGRAMME 2018 – VARIOUS ROADS, COUNTY DURHAM) (TEMPORARY ROAD CLOSURES & SPEED RESTRICTIONS) ORDER 2018
The Council on 22/03/18 made an Order under Section 14 (1) of the Road Traffic Regulation
Act, 1984, as amended, to close / speed restrict all vehicular traffic by reason of micro asphalting
works to be undertaken on the following lengths of roads: (A) Temporary Road Closures: (1)
Diversions in place for: Pine St./View,Park Rd (rear), South Moor; Kay St-Church St, Stanley;
School Tce – Salisbury St, South Moor; Joseph St, Stanley; Smailes St, Stanley; Medomsley Rd,
Consett; Bath Ln, Consett; Pont Bungalows-First St-Second St, Leadgate; Durham Rd (rear),
Annfield Plain; Johnson Tce-Vincent Tce, Annfield Plain, Metcalfe Rd, Delves Lane; Warwick

The maximum duration of the temporary closure under the Order is 18 months and is required
from 01/04/18 for the duration of the works anticipated to be 5 months. However, on rare
occasions, alternative dates for closure/ speed restriction may be necessary and these will be
signed accordingly.
(BYWAY NO. 157 HEXHAM LANE, WOLSINGHAM)
(PROHIBITION OF MOTOR VEHICLES WITH FOUR WHEELS OR MORE)
ORDER 2018
On 22/03/18 the Council made an Order under Sections 1, 2 & 4 to the Road Traffic Regulation
Act 1984 (“RTRA”), as amended, the effect of which comes into operation on 02/04/18 and will
make permanent the experimental order that has been in operation since 03/10/16, the effect of
which will prohibit all motor vehicles with four wheels or more from proceeding at any time from
the northern extent of unclassified road 25.5 at Thistlewood Farm, Wolsingham to its junction with
Salter’s Gate.. A copy of the Order may be inspected at County Hall, Durham & Wolsingham
Library during normal opening hours & via the Council website. Any person wishing to question
the validity of the Order or of any provision contained in it on the grounds that it is not within the
powers conferred by the “RTRA”, as amended, or on the grounds that any requirement of that Act
or of any regulation made under it has not been complied with in relation to the Order, may within
six weeks from 29/03/18 apply to make an application for that purpose to the High Court.
(VARIOUS ROADS, BISHOP AUCKLAND (ELEVEN ARCHES)
TRAFFIC MANAGEMENT ORDER 2018
The Council proposes to make an Order under Sections 1, 2, 4, 84 & 87, its effect being to
introduce the following restrictions to control traffic and pedestrian movements associated with
the holding of the Eleven Arches Kynren Open Air Events and shall apply only on such days and
during such times when the Event is taking place: (1) prohibit all vehicles from proceeding on (a)
A689 between 22:00 & midnight from its roundabout junction with High Bondgate to its junction
with the C188; (2) prohibit all vehicles from stopping between mid-day and midnight on (a) both
sides of the A689 from its roundabout junction with the B6286 and its roundabout junction with
High Bondgate, and (b) both sides of the C188 from its junction with Barrington Street, Toronto to
its junction with the access road to Bishop Auckland Rugby Club. (3) impose a 40mph speed limit
restriction on A689 between its roundabout junction with the B6286 and its roundabout junction
with High Bondgate between 00:01 and midnight. (4) Prohibition of right turns: (a) Unclassified
road exiting onto the A689 from Car Parks A & B between 12:00 & 2:00; (b) C188 exiting onto
the A689 between 22:00 & 2:00;(c) A689 (northbound) to enter the Unclassified Access Road to
Car parks A & B between 12:00 & 2:00; and (d) A689 (northbound) to enter Unclassified Access
Road to Car Park C between 12:00 and 2:00; and (5) temporary suspension of Public Rights of
Way between 18:00 hours & midnight on (a) Public Rights of Way No 86 Bishop Auckland from
its junction with Public Rights of Way No. 81 Bishop Auckland to its junction with the A689;
and (b) Public Rights of Way No 85 Bishop Auckland from its junction Public Rights of Way
No. 81 to its junction with the C188. Full details are contained in the sealed Order which may
be inspected at Bishop Auckland Library & County Hall, Durham during normal opening hours
& via the council website. Any person wishing to question the validity of the Order or of any
provision contained in it on the grounds that it is not within the powers conferred by the Road
Traffic Regulation Act 1984, as amended, or that any requirement of that Act or of any regulation
made under it has not been complied with, may within 6 weeks from the date of this notice, apply
to make an application for that purpose to the High Court.
A copy of the draft Order and supporting documents may be inspected at Bishop Auckland
Library and at County Hall, Durham during normal opening hours and via the Council website.
