LONDON BOROUGH OF MERTON LEOPOLD ROAD, WIMBLEDON AMENDMENTS TO CPZ ZONE P2s THE MERTON (PARKING PLACES) (WIMBLEDON PARK) (NO. 2) (AMENDMENT NO. 1) ORDER 2018 THE MERTON (WAITING AND LOADING RESTRICTION) (WIMBLEDON PARK) (NO. 4) (AMENDMENT NO. 1) ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 15 January 2018, made the above mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to remove two parking bays and extend the "no waiting at any time" double yellow lines restriction on the south side of Leopold Road adjacent to No. 113 Woodside by 10 metres to facilitate the introduction of a pedestrian crossing.

3. A copy of each of the Orders, which will come into force on 12 February 2018, and other documents giving more detailed particulars of the Orders, including a plan specifying the length of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON AMENDMENT TO CPZ ZONE VON PROPOSED CONVERSION OF PARKING PLACES TO WAITING RESTRICTIONS IN BELVEDERE AVENUE THE MERTON (PARKING PLACES) (WIMBLEDON VILLAGE) (AMENDMENT NO. *) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Order.

2. The general effect of the Order would be to convert a section of existing parking place in Belvedere Avenue, adjacent to No. 2 Highbury Road at the location specified in the Schedule to this notice, to single yellow line waiting restriction matching the operational times of the controlled parking zone operating at that location to facilitate a proposed vehicle crossover.

3. The proposed Order relating to the conversion of an existing parking place to single yellow line in Highbury Road, adjacent to No. 2 Highbury Road, in the notice published on 7 December 2017 will not be progressed.

4. A copy of the Order and other documents giving more detailed particulars of the Order, including a plan which indicates the length of road to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/ CROSSOVER9A, no later than 9 February 2018.

SCHEDULE

Belvedere Avenue, the north-east side, from a point 1.3 metres north-west of the common boundary of No. 2 Highbury Road and No. 15 Belvedere Drive, north-westward for a distance of 7.2 metres.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) EASTFIELDS ROAD AND GROVE ROAD, CR4 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2018

1. The London Borough of Merton Council hereby give notice that to facilitate level crossing upgrading works at the Eastfields Road level crossing, they intend to make an Order, the effect of which would be to temporarily
prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.

2. Whilst the works take place no person would:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:

(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and
(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres; or

(b) enter or proceed in the lengths of road listed in sub-paragraph 2(a) above.

3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.

5. Pedestrian access to properties adjacent to the prohibited lengths of road would be maintained at all times.

6. Alternative routes for diverted traffic would be as follows:

(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;
(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;
(c) for pedestrians, via the adjacent footbridge.

7. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.

8. Nothing in paragraph 2(b) above would apply to persons connected with the execution of the works.

9. The Order would apply from 11 pm on Friday 9th February 2018 until 5am on Monday 26th February 2018; with works anticipated to take place:-

(a) from 11pm on Friday 9th February 2018 until 5am on Monday 12th February 2018; and
(b) from 11pm on Friday 23rd February 2018 until 5am on Monday 26th February 2018.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2018

1. The London Borough of Merton Council hereby give notice that to facilitate rail inspections and associated works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person would:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
(b) enter or proceed in the length of West Barnes Lane specified in sub­paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative routes for:-

(a) vehicles affected by the closure would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane and vice versa;
(b) pedestrians affected by the closure would be via the adjacent footbridge.

6. Nothing in the Order would apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order would come into operation at 1am on Tuesday 13th February 2018 and remain in force until 5am on 16th February 2018. It is expected that the works would take place over 4 nights between 1 am and 5.00am from 13th October 2017 to 16th October 2017 or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1) AND 14(7)
(VARIOUS ROADS) (NO. 1) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018
1. The London Borough of Merton Council hereby give notice, that to facilitate a programme of gas mains replacement works to be undertaken In the roads specified in the Schedule to this Notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit:-

(a) pedestrians from entering or proceeding on the footways in those roads or lengths of roads; and
(b) vehicular traffic from parking or waiting, including for the purpose of loading or unloading, in those roads or lengths of roads,
(c) vehicles from entering or proceeding in Stanton Road from its junction with Worple Road south-eastward for a distance of 30 metres,
(d) vehicles from turning into Pepys Road from Worple Road.

2. Pedestrians affected by a footway closure should proceed via the adjacent footway.

3. Vehicular traffic affected by:-

(a) the closure of Stanton Road should proceed via Worple Road, Langham Road and Wyke Road and vice versa;
(b) the banned turns from Worple Road north into Pepys Road should proceed via Pepys Road southbound, Coombe Lane, Lambton Road and Cambridge Road.

4. Any designated parking place situated in any of the roads specified in the Schedule to this Notice will be suspended for the duration of the works In those roads or lengths of roads. The works will be carried out under a rolling programme of parking suspensions to minimise inconvenience to residents.

5. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

6. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.

7. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency;
(d) any person requiring pedestrian access to properties adjacent to the prohibited footways insofar as access is reasonably practicable without interference with the said works.

8. The Order will come into force on Friday 19th January 2018 and will remain in operation for a maximum period of 18 months.
