LONDON BOROUGH OF MERTON INTRODUCTION OF WAITING RESTRICTIONS THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 445) ORDER 2017

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 20 December 2017, made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the "Waiting and Loading" Order will be to amend the Merton (Waiting and Loading Restriction) Order 1977:-



(a) so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) will be prohibited at any time in the lengths of road specified in the Schedule to this notice;



(b) so as to consolidate and match waiting restrictions in the other roads within controlled parking zone S3 to the current on-street layout.



3. A copy of the Order, which will come into force on 8 January 2017, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.



4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

(CPZ W2) (AMENDMENT NO. 1) ORDER 2017 THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 444) ORDER 2017

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough □f Merton, on 19 December 2017, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the 'W2 Parking Places' Order will be to introduce parking places which would operate at all times for buses displaying a CPZ W2 business permit in Worcester Road at the locations specified in the Schedule to this notice.



3. The general effect of the 'Waiting and Loading Restriction' Orders will be to consolidate and match waiting restrictions in Compton Road, Grasmere Avenue, Homefield Gardens, Windermere Avenue and Worcester Road to the current on-street layouts.



4. A copy of each of the Orders, which will come into force on 8 January 2018, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.



5. LONDON BOROUGH OF MERTON Provision of a Disabled Persons Parking Place THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 218) ORDER 2017

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 18 December 2017, under the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, made the above mentioned Order.



2. The general effect of the above mentioned "Free Parking Places" Order will be to: -



(a) designate a parking place on the carriageway at the location listed in the Schedule to this Notice in which vehicles authorised by the Order may be left for any period without charge;



(b) provide that the parking place will operate at all times, unless otherwise stated;



(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;



(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.



4. A copy of the Order, which will come into force on 8 January 2018, and other documents giving more detailed particulars of the Order, including a plan which indicates the length of road to which the Order relates can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at: Merton Link, Merton Civic Centre, London Road, Morden, Surrey SM4 5DX.



5. EXEMPTION TO FOOTWAY PARKING PROHIBITION ROTHESAY AVENUE, WIMBLEDON CHASE

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under Section 15(4) of the Greater London Council (General Powers) Act 1974 have resolved that vehicles parked with one or more of its wheels resting on the footway, and wholly within the areas delineated by white lines along the road identified in the Schedule to this Notice, shall be exempt from Section 15(1) of the said Act which makes it an offence to park on the footway.

The resolution shall take effect from 22nd January 2018. Dated 21 December 2017.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

BUSHEY ROAD, RAYNES PARK (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017

1. The Council of the London Borough of Merton hereby give notice that to facilitate utility works on behalf of BT Openreach, they have made an Order, the effect of which will be to temporarily restrict traffic in Bushey Road.



2. During the works no person will cause or permit any heavy goods vehicle proceeding westbound in Bushey Road to turn left into Grand Drive.



3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Traffic affected by the restrictions should proceed via Bushey Road, Beverley Way southbound to Shannon Corner, Beverley Way northbound and Bushey Road turning right into Grand Drive



5. Nothing in the Order will apply to: -



(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(b) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions at the time of any emergency.



6. The Order will come into operation on Monday 15 January 2018 with the works anticipated to be completed within 10 days. However, the Order will remain in force for a maximum period of three months and its provisions will be re-introduced during that period should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

PARKSIDE AVENUE, WIMBLEDON, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017

1. The Council of the London Borough of Merton hereby give notice that to facilitate building works in Deepdale, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict parking in Parkside Avenue, Wimbledon.



2. During the worksi­te) no person will cause or permit any vehicle to wait, including



for the purposes of loading or unloading, in Parkside Avenue, Wimbledon, the south side, from a point opposite the north­western kerb-line of Deepdale westward for a distance of 25 metres;

(b) the length of parking place located in the section of Parkside Avenue described in paragraph 2(a) above will be suspended.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Nothing in the Order will apply to: -



(a) any authorised vehicle;



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



6. The Order will come into operation on Thursday 4th January 2018 and remain in force for 18 months or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1) and 14(7) QUEENS ROAD, WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018

1. The Council of the London Borough of Merton hereby give notice that to facilitate traffic sign installation works in Queens Road, Wimbledon, they intend to make an Order, the effect of which would be to temporarily restrict traffic in the said road.



2. During the worksi­te) vehicular traffic would be prohibited from entering or proceeding



in the middle lane of Queens Road, between the two island sites immediately south of its junction with the access road to Centre Court;

(b) the bus and cycle route slip road in Queens Road, generally from opposite the Wimbledon Police Station to opposite Prince's Road, would be open to all traffic;



(c) any vehicle proceeding north-east bound in above-mentioned slip road would, upon reaching its junction with the access road to Centre Court, either proceed north-eastward in Queens Road or turn left into the said access road.



3. The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular traffic affected by the lane closure specified in paragraph 2(a) above should proceed using the slip road in Queens Road specified in paragraph 2(b).



5. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.



6. The Order would come into operation on Monday 15 January 2018 with the works currently anticipated to be carried out between the hours of 10am and 4pm on 25 January 2018. However, the Order would remain in force for a maximum period of three months and its provisions would be re-introduced during that period should further works be required.
