LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14
(1) THE MOUNT


1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate gas main replacement works and because works are being executed on the road, it intends to make an Order the effect of which is summarised in paragraph 3 below.

2. The Order will come into effect on Monday 27 November 2017, with works expected to take 12 days to complete, working Monday to Friday 07.30hrs - 19.00hrs and Saturday 07.30hrs - 15.00hrs. However, the Order will remain in force for 3 months to be re-introduced should further works be required.

3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily close The Mount at its southern most junction with Grove Lane.

4. An alternative route for vehicular traffic will be via Grove Lane, The Mount, Hillcrest Parade and The Mount and vice versa.

5. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) PARK HILL, CARSHALTON

1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate installation of new electricity supplies to properties and because works are being executed on or near the road it intends to make an Order the effect of which is summarised in paragraph 3 below.

2. The Order will come into effect on Monday 27 November 2017, with works expected to take 5 days to complete. However the Order will remain in force for 3 months to be re-introduced should further works be required.

3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily introduce waiting restrictions - 'no waiting at any time' and loading restrictions - 'no loading at any time' in Park Hill, Carshalton on both sides of the road between Nos. 58 and 88 Park Hill, Carshalton.

4. Any vehicle that is in contravention of the temporary waiting & loading restrictions at a time when these restrictions apply will be removed to an alternative location in accordance with the Removal and Disposal of Vehicles Regulations 1986.

5. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) ALCESTER ROAD

1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate egress and ingress to a development site and because works are being executed near the road it made an Order the effect of which is summarised in paragraph 3 below.

2. The Order will come into effect on Monday 6 November 2017, and will remain in force for 18 months.

3. When the appropriate traffic signs are displayed the Order will temporarily in Alcester Road outside the development site on both sides of the road introduce - 'no waiting at any time' and loading restrictions 'no loading / unloading at any time'.

4. Any vehicle that is in contravention of the temporary waiting & loading restrictions at a time

When these restrictions apply will be removed to an alternative location in accordance with the Removal and Disposal of Vehicles Regulations 1986.
5. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

LONDON BOROUGH OF SUTTON 'MAP-BASED' CONSOLIDATION OF EXISTING TRAFFIC ORDERS REGARDING ON-STREET CHARGED-FOR AND FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS, IN THE LONDON BOROUGH OF SUTTON, including PERMIT CHARGE CHANGES LINKED TO C02 VEHICLE EMISSIONS, THE INTRODUCTION OF CARER PERMITS and VARIOUS MINOR PARKING AND WAITING AMENDMENTS

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton on 30 October 2017 made the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 19841, as amended -

(a) The Sutton (Charged-For Parking Places) Order 2017; and

(b) The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2017.

2. The general effect of the Orders will be:-

(a) to revoke and then re-introduce by means of 'map-based' traffic orders, the provisions of the existing 'text-based' parent parking places, loading places and waiting, loading and stopping restrictions
traffic orders which are specified in Schedule 1 to this Notice, along with all their relevant amending or applying orders, without any change in substance to the provisions imposed by the Articles of those orders;
Note: Other than the changes detailed in sub-paragraphs (c) to (j) below, the map schedules which will accompany the new traffic orders have been prepared from site surveys and depict the parking, waiting, loading and stopping restrictions, as they currently exist on site;

and
(b) by supporting the Council's Parking Strategy and Policy to cut carbon emissions in the Borough, to link the charges for parking permits in the Sutton, Belmont and Wellington Avenue on-street controlled parking zones to the C02 emissions of the vehicle for which the permit is issued; and also to introduce the facility to purchase carer and childcare permits for use in those zones, as proposed by public notice dated 10 August 20172; that is:-
(i) to introduce new charges for parking permits, which will depend on the permit group (see Schedule 2 to this Notice) allocated to the vehicle for which the permit is issued, as set out in the following table -
(A) Mollison Drive outside the rear of property Nos. 4 to 15 Brackley Close; and (B) Roe Way on its east and south sides;

as proposed by public notice dated 6 April 20175;
(f) Disabled bays - so as to provide for disabled persons a parking facility where a high level of parking makes reasonable means of access difficult and revoke those parking bays that are no longer required, to:-

(i) provide parking places in which only vehicles displaying a disabled person's badge may park at any time, at the following locations:- (A) outside Nos. 51 to 53 Constance Road, Sutton;

(B) in Crispin Crescent outside No. 2 Crispin Close, Beddington;

(C) outside Nos. 60 to 62 Dale Park Avenue, Carshalton;

(D) outside No. 23 Green Wrythe Crescent, Carshalton;

(E) outside Nos. 70 to 72 Grennell Road, Sutton; (F) outside Nos. 21 to 23 Godalming Avenue, Wallington; (G) outside No. 34 Guy Road, Beddington; (H) outside Nos. 14 to 16 Lavington Road, Beddington; (I) outside Nos. 25 to 30 Lynwood Avenue, Coulsdon; (J) Prince Charles Way, Wallington; adjacent to the footpath leading to Royal Walk; and (K) outside Nos. 7 to 8 Sunnyhurst Close, Sutton; and

(ii) revoke existing disabled persons parking places at the following locations:- (A) outside No. 60 Barrington Road, Sutton;

(B) opposite No. 30 to 32 Bramblewood Close, Carshalton;

(C) outside No. 86 Dale Park Avenue, Carshalton; (D) outside No. 208 Demesne Road, Wallington; (E) opposite No. 36 Duke of Edinburgh Road, Sutton; (F) outside No. 52 Godalming Avenue, Beddington; (G) outside No. 24 Maldon Road, Wallington;

(H) outside Nos. 113 to 119 Peterborough Road, Carshalton;

(I) outside No. 64 Stanley Road, Carshalton; (J) outside No. 13 Talbot Road, Carshalton; (K) outside No. 14 Vale Road, Sutton; (L) outside no. 126 Welbeck Road; Carshalton (partially on the footway); (M) outside No. 26 Westminster Road, Sutton (fully on the footway); (N) outside No. 211 Westminster Road, Sutton (partially on the footway); (0) outside No. 7-11 Whitethorn Avenue, Coulsdon; and (P) outside No. 4 Wyndham Close, Sutton;

as proposed by public notices dated 30 March 2017s and 29 June 20177.
(g) in Hackbridge Road, Sutton - so as to protect against on-street parking along Hackbridge Road around the existing bus stops and headway to the new site access in the vicinity of the former Felnex development site, to extend certain lengths of 'at any time' double yellow line waiting restrictions where waiting by vehicles will be prohibited in Hackbridge Road between its junctions with Corbet Close and Link Road, as proposed by public notice dated 19 May 2016s;

(h) in Green Wrythe Crescent, Green Wrythe Lane and Mottistone Grove, Sutton - so as to prevent obstruction, improve sightlines and improve road safety by reducing the probability of a road traffic incident, to introduce 'at any time' double yellow line waiting restrictions: (A) in certain lengths of Green Wrythe Crescent and at both its junctions with Green Wrythe Lane; and (B) in Mottistone Grove, as proposed by public notice dated 23 March 20179;

(i) in Kimpton Park Way, Kimpton Road, Minden Road, Sandiford Road and Wealdstone Road, Sutton - so as to prevent obstructive parking in dangerous locations, improve accessibility to premises, sightlines and improve road safety by reducing the probability of a road traffic incident, to introduce/extend 'at any time' double yellow line waiting restrictions in: (A) Kimpton Park Way at its junction with Oldfields Road, Kimpton Road, the access roads either side of No. 16, the access road serving Nos. 2 to 4 and No. 12 and outside the Reuse and Recycling Centre; (B) Kimpton Road at both its junctions with Four Seasons Crescent and outside Nos. 1 and 32; (C) Minden Road at its junctions with Kimpton Road, and both accesses to Kimpton Trade Business Centre, adjacent to No. 14 and to the rear of property Nos. 4, 6 and 12 Sandiford Road; (D) Sandiford Road outside No. 5; and (E) Wealdstone Road on its north-west side, as proposed by public notice dated 30 March 201710;

(j) in Benhill Road, Lower Road and St Barnabas Road, Sutton - so as to
accommodate a traffic island, new junction layout, which incorporates a mini roundabout and to maintain flow of traffic, particularly larger vehicles such as buses, refuse vehicles and fire engines, ta­li) reduce a length of permit holders parking bay in Lower Road at its junction with Benhill Road; and
(ii) extend/redefine 'at any time' double yellow line waiting restrictions in Lower Road at its junction with St Barnabas Road and Benhill Road;

as proposed by public notice dated 29 June 2017"; and (k) in Beddington Lane, Beddington Farm Road, Coomber Way,
Endeavour Way, Greenland Way and Therapia Lane, Beddington - so
as to improve traffic congestion where current unrestricted on-street parking is causing difficulties for buses, HGVs and industrial vehicles, to:-
(i) introduce two short lengths of free parking bays (limited stay 30 minutes no return within 1 hour), operating between 7 a.m. and 3 p.m. on Monday to Friday in Coomber Way;

(ii) extend, introduce and remove certain lengths of 'at any time' double yellow line waiting restrictions where waiting by vehicles will be prohibited in: Beddington Lane, Beddington Farm Road, Coomber Way, Endeavour Way, Greenland Way, and Therapia Lane; and

(iii) introduce single yellow line waiting restrictions operating 'midnight to 4 am, Monday to Friday 'between the two lengths of free

(A) additional permits may be issued at the standard charge shown above, plus a surcharge of £25 for a second permit and £50 for a third, in respect of a household;

(B) existing fourth permits may be renewed for a further year at a cost according to the permit group, plus a surcharge of £75; lapsed or new applications for a fourth permit will not be considered;

(C) where the C02 emissions of a vehicle are not known due to the vehicle's age or similar, permit group 3 charges will apply; "pure" electric vehicles (EV's) will be exempt from any charge;

(D) a maximum of 3 permits will be issued in respect of any household at any one time, a maximum of 50 hours free residents' visitors' vouchers will be issued in any one year and additional hours may be purchased at a charge of £61 per 100 hours, across all permit zones; and

(E) there is a £25 administrative charge for any alteration to a permit;

(iii) to introduce carer permits for essential care visits at the following charges -

(A) £35 per year for an individual permit, which allows a carer to park in any residents' parking place;

(B) £50 per year for each organisational permit, which allows an organisation to park in any residents' parking place bay for up to 3 hours maximum per day;

(iv) to introduce child care permits which allow a person providing child care to park in any residents' parking place bay specific to the relevant controlled parking zone or colour zone with a controlled parking zone for which it is issued at a charge of £35 per year;

(v) The current permit charges and related conditions are shown in Schedule 3 to this Notice;

(c) in Kingsley Avenue, Ringstead Road and Westmead Road - so as

to improve safety at road junctions, to:-
(i) relocate an existing free parking place operating between 8 a.m. and 6.30 p.m. on Monday to Saturdays inclusive outside No. 123 Westmead Road; and

(ii) introduce or amend lengths of 'at any time' waiting and loading restrictions double yellow lines and kerb markings in certain lengths of Westmead Road outside Nos. 128 to 130 and No. 48 to The Scout Hall, and at its junction with Kingsley Avenue and Ringstead Road;

as proposed by public notice dated 19 January 20173;
(d) in St Nicholas Way, Sutton - so as to enable a nearby development to operate as approved, and provide on-street parking on St Nicholas Way in accordance with the Planning Consent, to remove two existing Disabled Persons Parking Places in St. Nicholas Way located in the layby adjacent to the ASDA car park and introduce two car club parking places, as proposed by public notice dated 18 August 2016";

(e) in Roe Way, Wallington, Mollison Drive - so as to prevent obstruction, improve congestion, sightlines and road safety by reducing the probability of a road traffic incident, to:-

(i) provide a free bus parking place located in Roe Way, Wallington for coaches to wait for up to 10 minutes with no return within 15 minutes on Monday to Friday between the hours of 8 a.m. and 9 a.m. and between 2 p.m. and 4 p.m.;

(ii) introduce double yellow lines and kerb markings waiting and loading restrictions operating 'at any time' in Mollison Drive opposite and at its junction with Roe Way;

(iii) introduce single yellow lines and kerb markings waiting and loading restrictions operating between 8 a.m. and 9 a.m. and between 2 p.m. and 4 p.m. Monday to Friday inclusive in:-
