D2013 Stoneleigh Parade (176-204 Kingston Road), Ewell Temporary Prohibition of Traffic Order 2021

On 24 November 2021 Surrey County Council made the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to: a) Prohibit all traffic (Including pedestrians and cyclists) from entering or proceeding In that length of D2013 Stoneleigh Parade (176-204 Kingston Road), Ewell that extends from its junction with A240 Kingston Road, to the south-western property boundary of "No.184 Kingston Road", b) Suspend the existing one way system In D2013 Stoneleigh Parade (176-204 Kingston Road, Ewell), in Its entirety. This Traffic Order is required to enable Surrey County Council to carry out removal of the existing footway build out and construction of new to improve safety and/or resurfacing and/or maintenance works to the footway and/ or carriageway. These works are anticipated to be carried out as soon as possible within the 18 month period of operation of this Temporary Order that commences on 27 November 2021. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, pedestrians; and dismounted cyclists and equestrians will be maintained at all times under direction of a marshal. Access for residents and businesses will be maintained under direction of a marshal. The vehicular diversion route will be via Kingston Road and Stoneleigh Park Road. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle's owner.

Vale Road (D2420) Stoneleigh Temporary Prohibition of Waiting Order 2021

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 ("the Act") the effect of which will be to prohibit vehicles waiting at any time in the following lengths of road - (a) that length of Vale Road (D2420) Stoneleigh, extending from the existing double yellow line restrictions situated at or adjacent to No.2 Westways, for a distance of 10m in a south-westerly direction; (b) that length of Vale Road (D2420) which extends from the existing double yellow line restrictions in-line with the property boundary line between Nos. 195 and 193 Vale Road north-westwards to the existing double yellow line restrictions outside No. 189 Vale Road. This Order is required because of the likelihood of danger to the public. The Order will commence on 10 December 2021 for a period of 18 months. The temporary waiting restriction will only apply when the relevant traffic signs are displayed and to the extent indicated by those traffic signs. Exemptions are provided in respect of the temporary waiting restrictions to permit vehicles to wait in order to pick up and set down passengers, to load and unload goods, to carry out essential services and works or when used by local authorities in pursuance of statutory powers or duties. Exemptions also apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer. Disabled persons displaying a disabled blue badge will be exempt from the temporary waiting restriction.
