that Essex County Council is seeking planning permission and intends to apply to the Secretary of State for Communities and Local Government for Listed Building Consent for Repair and refurbishment of existing windows and doors at Witham Library, 18 Newland Street, Witham, CM8 2AQ -CC/BTE/87/21/LB
Witham Library is situated within/adjacent to Witham Town Centre Conservation Area.
The proposal may affect the setting of Witham Library (Whitehall Cinema) which is a Grade II Listed Building. Members of the public may inspect a copy of the application and other documents submitted with it online at

(Parkend Lane (Byway 13), Shalford, in the District of Braintree) (Temporary Prohibition of Motor Vehicles
and Horse Drawn Vehicles) Order 2021
Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section S14(1) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), and Schedule 1 of The Traffic Orders Procedures Regulations 1996.
Effect of the order:
To Implement Temporary Prohibition of Horse Drawn Vehicles
To temporarily prohibit access for Horse Drawn Vehicles in addition to the notice published on 07 October 2021 prohibiting Motor Vehicles except solo motorcycles, on Parkend Lane (Byway 13), Shalford. From a point approximately 1250 metres southwest of the Braintree Road and Church End junction, heading in a north­westerly direction for its entire length, approximately 1771 metres, to its junction with unnamed lane leading to Hunt's Farm. The closure is scheduled to commence on 01 November 2021 to 31 March 2022 or where appropriate signs are showing and weather permitting. The closure is required to allow for repair works to be carried out, namely, filling of ruts and deep holes to prevent interim worsening.
The alternative route will be via Shalford Green, Braintree Road, Hull's Lane, unnamed Lane leading to Hunt's Farm, and vice versa. Access for emergency service vehicles, horse riders, motorcycles, pedestrians and for works vehicles related to the maintenance, improvement, or reconstruction of byway 13, Shalford, will be maintained at all times during the works. Access will also be permitted to properties on or adjacent to the Byway. The Order will come into operation on 01 November 2021 and may continue in force until for up to 6 months, or until the works have been completed, whichever is the earlier

(Braintree District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.17) Order 202*
Notice is hereby given
that the Essex County Council has made the above Orders under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45,46,49,53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the orders on roads within the District of Braintree:
1. To formalise the 'Restricted Parking Zone, No Waiting or Loading at all times, except in signed bays' on the following lengths of road:

Road Description
Manor Street From its junction with Fairfield Road, east to a point in line with the property boundaries of numbers 33/35 Manor Street.
Fairfield Road For its entire length.
Victoria Street From its junction with Fairfield Road, east to a point in line with the property boundary of
numbers 28/30 Victoria Street.
Market Street Service Road  From its junction with Fairfield Road, west for approximately 53.5 metres.
High Street From its junction with St Michael's Lane, south west to its junction with St Michael's Road.
St Michaels Lane From its junction with High Street, south east for approximately 29.5 metres.

2. To formalise the 'Disabled Badge Holders Only Monday -Saturday 2 Hours No Return within 3 Hours' restrictions on the south side of St Michaels Lane: From a point approximately 30 metres south east from its junction with High Street, south east for approximately 15.5 metres.

3. To implement a 'Loading Only' Bay on the lay-by on the north side of the carriageway on Victoria Street From a point approximately 60 metres east from its junction with Fairfield Road, east for approximately 15.3 metres.

4. To implement 'Loading Only 20 minutes No Return Within 20 Minutes' restrictions on the following lengths of road:

Road Description
High Street (Lay-by on the EAST SIDE of the carriageway): From a point in line with the property boundaries of 124 and 126 High Street, south west for approximately 15 metres.
Fairfield Road EAST SIDE: From a point approximately 4.5 metres north from the property boundaries of 4 & 6 Fairfield Road, south east for approximately 15 metres.

5. To formalise the 'Goods Vehicles Loading Only 20 Minutes No Return Within 2 Hours' restrictions on the east side of Drury Lane: From a point approximately 3 metres south from the northern property boundary of number 4 Swan Drury Lane, south east for approximately 18 metres.

6. To implement 'No Stopping at any Time except Taxis' restrictions on the south side of Manor Street:

i. From a point in line with the property boundaries of numbers 13/15 Manor Street, west for approximately 16.85 metres.

ii. b) From a point approximately 38.75 metres west from the property boundaries of 13/15 Manor Street, west for approximately 26 metres.

7. To Implement 'No Stopping at any Time except Ambulances' restrictions on the south side of Manor Street: From a point 29.85 metres west from the property boundaries of 13/15 Manor Street, west for approximately 8.9 metres.

This Order will be incorporated into The Essex County Council (Braintree District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TL755 227 and TL755 230 Revision 2 to Revision 3.

(Byway 7, Wethersfield, Braintree) (Temporary Prohibition of Use) Order 2021

Under section 14(2) of the Road Traffic Regulation Act 1984, which commenced on 17 September 2021 and 8 October 2021.
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order To temporarily close Byway 7, Wethersfield, in the District of Braintree, from the northern half of byway 7, from where Widleybrooke Lane joins the junction to Hudson Hill, southeast for a distance of approximately 950 metres. The closure is scheduled to commence on 29 October 2021, weather permitting, or where appropriate signs are showing, and is required for the safety of the public whilst drainage and re-surfacing work is carried out. Alternative route will be via Widleybrooke Lane, then Blackmore End onto Hedingham Road ant then onto Hudsons Hill. The Order will come into effect on 29 October 2021 and may continue in force for 6 months, or until the works are completed, whichever is the earlier.

(Bardfield Road, Bardfield Saling) (Temporary Prohibition of Traffic) Order 2021

that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order To temporarily close that length of Bardfield Road, Bardfield Saling in the District of Braintree, from a point approximately 158m north west of the junction with Hyde Lane for a distance of approximately 180m in a north easterly direction. The closure is scheduled to commence on 19th November 2021 for 1 day, or where stated on a valid permit (EC30029577067 -UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by UK Power Networks.

(Guithavon Valley, Witham) (Temporary Prohibition of Traffic) Order 2021
Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984
Effect of the order: To temporarily close that length of Guithavon Valley, Witham in the District of Braintree, from the junction with Collingwood Road to the junction with Armond Road a distance of approximately 70m. The closure is scheduled to commence on 17th November 2021 for 1 day, or where stated on a valid permit (EP02231005590 - James Curry Arborist). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while tree cutting works are undertaken by James Curry Arborist.
An alternative route is available via Collingwood Road, Newland Road, Mill Lane, Guithavon Valley and vice versa. The Order will come into effect on 28th October 2021 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Spains Hall Road, Finchingfield) (Temporary Prohibition of Traffic) Order 2021
Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Spains Hall Road, Finchingfield in the District of Braintree, from its junction with Tinkers Green Road for a distance of approximately 320m in a south easterly direction. The closure is scheduled to commence on 16th November 2021 for 1 day, or where stated on a valid permit (BC008WC9KND4G - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for trie safety of the public and workforce while overhead cabling works are undertaken by Openreach.

that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of East Street, Braintree in the District of Braintree, from a point approximately 20m south of its junction with St Marys Road for a distance of approximately 65m in a southerly direction. The closure is scheduled to commence on 1st November 2021 for 5 days, or where stated on a valid permit (EP02231005498 - Rose Builders Ltd). The closure is scheduled to commence on 3rd November 2021 for 3 days, or where stated on a valid permit (AD03010388084/1 - Anglian Water). (Kelvedon Road, Feering & Coggeshall Road, Kelvedon) (Temporary Prohibition of Traffic) Order 2021
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Kelvedon Road, Feering and Coggeshall Road, Kelvedon in the District of Braintree, from the junction with Scrips Road to the junction with Pantlings Lane a distance of approximately 1175m. The closure is scheduled to commence on 2nd November 2021 for 3 days, or where stated on a valid permit (EP201EH2311106-01 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while drainage works are undertaken by Essex County Council. The Order came into effect on 14th October 2021 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Braintree) (Temporary Prohibition of Traffic & Temporary Introduction of a 30mph Speed limit and Temporary Introduction of a Clearway) (No.9) Order 2021
Notice is hereby given
that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close the various lengths of road in the District of Braintree as specified in the schedule.
2. To temporarily introduce a 30mph speed limit in the various lengths of road as detailed in the Schedule.
3. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

"The Essex County Council (Braintree District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The works being undertaken will take place within an 18-month period from 14th October 2021, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
