PROPOSED INTRODUCTION OF WAITING RESTRICTIONS IN VARIOUS LOCATIONS IN CROYDON
The Croydon (Prohibition and Restriction of Stopping, Loading and Waiting) and (Free Parking Places) (No.V28) Order 20-
The Croydon (On-Street Charged-For Parking Places) (No.V29) Order 20-
1. NOTICE IS HEREBY GIVEN that Croydon Council, proposes to make the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Orders would be:

a) To introduce "at any time" double yellow line waiting restrictions in the lengths of streets specified in the Schedule to this Notice.

b) To update the map-based tiles to the Schedule attached to the above Orders so as to accurately represent the new arrangements as they exist on site.

3. A copy of the proposed Orders and all related documents can be inspected until the last day of a period of six weeks beginning with the date on which the Orders were made or, as the case may be, the Council decides not to make the Orders, from 9am to 4pm on Mondays to Fridays inclusive at the Enquiry Counter, "Access Croydon" Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CRO 1EA.

5. Persons desiring to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof to the Order Making Section, Parking Design Team, Place Department, Croydon Council, Floor 6 Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon CRO 1EA or email

quoting the reference PD/CHA/28 & V29 by 14 October 2021.

6. The Order is intended to introduce new or amend existing waiting restrictions at various locations. These measures are intended to address all or some of the following situations: improve safety by providing increased visibility, especially at junctions and on bends; prevent obstructive parking so that turning vehicles have sufficient manoeuvrability and improve access for all road users, especially pedestrians, cyclists, emergency and public service vehicles.

SCHEDULE

(Introducing double yellow line waiting restrictions "at any time")
Birchanger Road, South Norwood

The south-west side, extending the existing double yellow lines at the junction with Becket Close by 25 metres south-eastwards, so that they terminate at the "School Keep Clear" markings outside St. Thomas Becket Primary School.
Coventry Road, South Norwood
Both sides, upgrading the existing single yellow lines to double yellow lines between its junction with Portland Road and the common boundary of Nos. 4 and 6 Coventry Road.
Cudham Drive, New Addington
Both sides, from its junction with Overbury Crescent south-westwards for a distance of 10 metres.
Dickenson's Lane, South Norwood
The south-west side, between its junction with Dickenson's Place and the north-western flank wall of Nos. 7 and 8 Dickenson's Lane.
Dickenson's Place, South Norwood
The south-east side, between its junction with Dickenson's Lane and the south-western boundary of No. 6 Dickenson's Place.
Downlands Road, Purley
Both sides, from the north-eastern boundary of No. 84 Downlands Road north-eastwards for a distance of 19 metres.
Elgar Avenue, Norbury
Both sides, from its junction with Ena Road north-westwards for a distance of 7 metres.
Ena Road, Norbury
- The north-west side, for a distance of 7 metres either side of its junction with Elgar Avenue.
- The north-west side, for a distance of 7 metres either side of its junction with Norbury Rise.
- Both sides, for a distance of 7 metres either side of its junction with Pollards Wood Road.
Goldfinch Road, South Croydon
The north-west side, for a distance of 10 metres either side of its junction with Peacock Gardens.
Gordon Crescent, Addiscombe
The inner bend (fronting Nos. 99 to 105 and Nos. 126 to 132 Gordon Crescent), extending the existing double yellow lines at the south-westernmost junction with Morland Road so that they terminate at the disabled parking bay outside no. 130 Gordon Crescent.
Marlpit Lane, Coulsdon
The south-west side, from a point 4 metres south-east of a point opposite the south-eastern boundary of No. 141 Marlpit Lane, north-westwards for a distance of 15 metres.
Norbury Rise, Norbury
Both sides, from its junction with Ena Road north-westwards for a distance of 7 metres.
Normanton Road, South Croydon
The south-east side, extending the existing double yellow lines outside Emmanuel Church by 6.5 metres south-westwards.

The south-west side, for 10 metres either side of its junction with Cudham Drive.
Peacock Gardens, South Croydon
Both sides, from its junction with Goldfinch Road north-westwards for a distance of 10 metres.
Pollards Hill East, Norbury
The north-west side, extending the existing double yellow lines at the junction with Pollards Hill North by 5 metres.
Pollards Hill North, Norbury
The south-east side, extending the existing double yellow lines at the junction with Pollards Hill East by 5 metres.
Pollards Wood Road, Norbury
Both sides, for a distance of 7 metres either side of its junction with Ena Road. Queen Mary Road, Upper Norwood
The east side, extending the existing double yellow lines at its junction with Beulah Hill by 12 metres northwards.
The Green, South Croydon
The north-east side, from a point 9.5 metres south-east of a point opposite the south-eastern kerb-line of Crofters Mead north-westwards for a distance of 25 metres.
Wooderson Close, Selhurst
Both sides, extending the existing double yellow lines at its junction with Clifton Road by 6 metres north-eastwards.

PROPOSED CONTROLLED PARKING ZONE EXTENSION & AMENDMENTS TO EXISTING PERMIT HOLDERS - SUSSEX ROAD & SUNNY NOOK GARDENS

The Croydon (On-Street Charged-For Parking Places) (No.12) Order 2021
The Croydon (Prohibition and Restriction of Stopping, Loading and Waiting) and (Free Parking Places) (No.12) Order 2021
1. NOTICE IS HEREBY GIVEN that Croydon Council on 20th September 2021 made the above Traffic Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act, 1984, as amended and all other enabling powers.

2. The general effect of the Orders will be to extend the Croydon West Controlled Parking Zone into the uncontrolled north to south arm of Sussex Road (fronting Nos. 17 to 141 and 2a to 74 Sussex Road) and Sunny Nook Gardens:-

(a) introducing 8 hour 'pay-by-phone/permit' parking bays and single yellow line waiting restrictions operating from 9am to 5pm, Mondays to Saturdays inclusive into Sussex Road;

(b) introducing a permit parking area into Sunny Nook Gardens in which a valid permit is required to be displayed from 9am to 5pm, Mondays to Saturdays and which is signed as such at the entrance but does not require signs or road markings for permit parking places within the area;

(c) existing yellow line waiting restrictions and disabled bays will remain unchanged;

(d) charges for pay-by-phone parking in the bays in Sussex Road would depend on vehicle emissions as shown in the Schedule to this Notice;

(e) Residents and businesses within the section of Sussex Road specified, Sunny Nook Gardens and the following properties in Selsdon Road (Even Nos. 196 to 208 and 220 to 230 inclusive, Odd Nos. 101 (flats 1-4) and 371) may apply for parking permits. Permit charges are shown in the Schedule to this Notice. A £30 administration fee applies to all new applications.

(f) Property Nos. 9 to 15 Sussex Road, which are currently within the South permit zone, would be transferred to the West permit zone in order to rationalise zone boundaries.

(g) The general effect of the Orders will also be to amend the map-based tiles to the Schedule attached to the above Orders so as to accurately represent the new parking arrangements as they exist on site.

3. Copies of the Orders, which will come into operation on 27 September 2021, and of all associated Orders can be inspected by appointment from 9am to 4pm on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made, at the "Access Croydon" Facility, 8 Mint Walk, Croydon, CRO 1 EA.

4. Copies of the Orders may be obtained from the Parking Design Team, 6th Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon CRO 1 EA (email:

).

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the ground that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS
BIGGIN WAY, NORBURY
TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate works which involve clearing blockages in the carriageway, they have made an Order the effect of which would be to temporarily restrict vehicular traffic movements in Biggin Way, Norbury.

2. Whilst the said works are taking place, no person shall cause any vehicle to proceed in Biggin Way between no.3 Biggin Way to the junction with Virgina Road.

3. The Order will come into operation on the 25 October 2021 and it is anticipated that the works will be carried out in 3 days. However, the Order will remain in force for 18 months to be reintroduced should further works be required.

4. Whilst the closure is in place the alternative route for vehicular traffic will be via Virginia Road, Brickfield Road, Biggin Way, Beulah Hill and Downsview Road.

5. The restriction shall not apply in respect of:

(a) any vehicle involved in carrying out the said works;

(b) any vehicle being used for fire brigade, ambulance or police purposes;

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS
STATION ROAD, WEST CROYDON
TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate inspection works of the carriageway, they have made an Order the effect of which would be to temporarily restrict vehicular traffic movements in Station Road, West Croydon.

2. Whilst the said works are taking place, no person shall cause any vehicle to proceed in Station Road between its junctions with London Road and Wellesley Road.

3. The Order will come into operation on the 25 September 2021 and

it is anticipated that the works will be carried out in 2 days. However, the Order will remain in force for 18 months to be reintroduced should further works be required.
4. Whilst the closure is in place the alternative route for vehicular traffic will be via Park Lane, Wellesley Road, St James's Road and London Road.

5. The restriction shall not apply in respect of:

(a) any vehicle involved in carrying out the said works;

(b) any vehicle being used for fire brigade, ambulance or police purposes;

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
