LONDON BOROUGH OF MERTON FREE PARKING PLACES IN MAWSON CLOSE
THE MERTON (FREE PARKING PLACES) (MAWSON CLOSE) ORDER 2021

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 21 June 2021, made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to Introduce the free parking places partially or fully on the footway, specified In the Schedule to this Notice that would operate "at any time" and specify that:

(a) the parking places may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods vehicles, invalid carriages or motor cycle;

(b) there would be no charge for parking in the parking places.

3. A copy of the Order, which will come into force on 28 June 2021, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The documents have also been made available for inspection at

consultations.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

Free Parking Places Partially on the footway unless otherwise indicated
1. MAWSON CLOSE, the north-east side, from a point 13 metres north-west of the north-western kerb-line of Whatley Avenue north-westward for a distance of 19 metres.

2. MAWSON CLOSE, the north-east side, from a point 56 metres north-west of the north-western kerb-line of Whatley Avenue north-westward for a distance of 6 metres. (Fully on the footway).

THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 491) ORDER 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 22 June 2021, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the above mentioned 'Free Parking Places' Order will be to: -

(a) designate parking places on the carriageway at the locations listed in Schedule 1 to this notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke and re-introduce the disabled parking place outside No. 1 Burns Close, SW19;

(f) revoke the disabled persons parking places at the locations listed in Schedule 2 to this notice.

3. The general effect of the 'Parking Places Amendment' Orders will be to shorten existing parking places in various roads to facilitate the installation of new disabled persons parking places or lengthen existing parking places in certain roads to replace disabled persons parking places upon their removal.

4. The general effect of the 'Waiting and Loading' Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited "at any time" in the length of Templecombe Way specified in Schedule 3 to this Notice.

5. EXEMPTION TO FOOTWAY PARKING PROHIBITION GAP ROAD. SW19 MANOR ROAD. MITCHAM
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under Section 15(4) of the Greater London Council (General Powers) Act 1974 have resolved that vehicles parked with one or more of its wheels resting on the footway, and wholly within the areas delineated by white lines along the roads identified in the Schedule to this Notice, shall be exempt from Section 15(1) of the said Act which makes it an offence to park on the footway. The resolution shall take effect from 26th July 2021. Dated 24 June 2021.

LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(OXTOBY WAY, MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate telecom works in the carriageway and footway in Oxtoby Way, Mitcham, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works no person will:-

(a) cause or permit any vehicle to enter or proceed in Oxtoby Way, from the north-western kerb-line of Chilmark Road north-westward for a distance of 15 metres; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of Oxtoby Way specified in sub-paragraph (a) above; or

(c) enter of proceed in the footways of the length of Oxtoby Way specified in paragraph 2(a) above.

3. Any designated parking place situated in the length of Oxtoby Way specified in paragraph 2(a) above will be suspended for the duration of the works in that length of road.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to the properties in Oxtoby Way, insofar as access is reasonably practicable without interference with the said works.

5. Oxtoby Way is a cul-de-sac and a diversion route is not applicable.

6. Pedestrians affected by a footway closure should proceed using the footway opposite as the footways will be shut on alternating basis.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Wednesday 7th July 2021 and it is anticipated that the works will be completed within 7 days. However, the Order will remain in force for 3 months should further works be required.

WIMBLEDON CHAMPIONSHIPS 2021
(CHURCH ROAD AND SOMERSET ROAD. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council, on the recommendation of the Commissioner of Police of the Metropolis, hereby give notice that for purposes relating to danger or damage connected with terrorism, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in Church Road and Somerset Road, as required, during the Wimbledon Championships 2021.

2. Between the hours of 6am on Monday 28th June 2021 until 11.59pm on Sunday 11th July 2021, when and where appropriate signs are being displayed, no person will:-

(a) enter or proceed in:

(i) Church Road, between its junction with Bathgate Road and its junction with Somerset Road;

(ii) Somerset Road, between its junction with Marryat Road and its junction with Newstead Way;

(b) cause or permit any vehicle to enter or proceed in the roads or lengths of road specified in sub-paragraph 2(a) above.

3. The Order will confer powers to police constables and persons authorised by them to direct that any provision of the Order be suspended, commenced or revived, and to place barriers and obstructions on the roads or lengths of road specified in sub-paragraph 2(a) above, as they consider appropriate. The Order will also confer the power of discretion to police constables and authorised persons which will enable them to facilitate limited access to certain vehicles and pedestrians, including residents and those wishing to attend the event.

4. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs but for vehicular traffic will likely use one or more of the following roads:- Church Road, High Street Wimbledon, Parkside, Wimbledon Parkside, Inner Park Road, Augustus Road, Replingham Road, Merton Road, Durnsford Road, Gap Road, Leopold Road, Arthur Road and St Mary's Road.

5 The Order will come into operation on Monday 28th June 2021, and remain in force until Sunday 11th July 2021 inclusive. Dated: 24 June 2021.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, 21 June 2021, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders will be to extend the controlled hours of the controlled parking zone 'H1' so that they operate between the hours of 8.30am and 8pm Mondays to Sundays.

3. The general effect of the 'H1 Parking Places' Order will be to amend the London Borough of Merton (Parking Places) (H1) (No. 1) Traffic Order 2012:-

(a) to extend the controlled hours of the parking places in controlled parking zone 'H1', ie the parking places in the roads or lengths of road specified in the Schedule to this Notice, so that operate between the hours of 8.30am and 8pm Mondays to Sundays;

(b) to better reflect the on-street layout in the roads or lengths of road specified in the Schedule to this Notice.

4. The general effect of the 'Waiting and Loading' Order will be to amend the Merton (Waiting and Loading Restriction) Order 1977:-

(a) to extend the prescribed hours of the single yellow lines in controlled parking zone 'H1' so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited between the hours of 8.30am and 8pm Mondays Sundays;

(b) so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited at any time at the junctions of Havelock Road with Kingsley Road and at both junctions of Havelock Road with Kohat Road;

(c) to better reflect the on-street layout in the roads or lengths of road specified in the Schedule to this Notice.

5. The general effect of the 'Free Parking Places' Order will be to amend the Merton (Free Parking Places) (Disabled Persons) (No. 1) Order 1977 to better reflect the current layout of disabled persons parking places in Kingsley Road.

6. A copy of the Orders, which will come into force on 5 July 2021, and other documents giving more detailed particulars of the Orders, including a plan specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
