LONDON BOROUGH OF MERTON PROVISION OF DISABLED PERSONS PARKING PLACES THE MERTON (FREE PARKING PLACES! (DISABLED PERSONS) (NO. 250) ORDER 2021 THE MERTON (PARKING PLACES) (RAYNES PARK1 (AMENDMENT NO. 1) ORDER 2021 THE MERTON (PARKING PLACES) (S3) (AMENDMENT NO. 11 ORDER 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 9 March 2021, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the above mentioned 'Free Parking Places' Order will be to: -

(a) designate parking places on the carriageway at the locations listed in the Schedule to this Notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) re-designate the existing disabled parking outside Plaxtole Court, Pollard Road;

(c) provide that the parking places would operate at all times, unless otherwise stated;

(d) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(e) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

3. The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit or pay and display parking places to enable the introduction of disabled persons parking places at certain locations described in the Schedule to this notice.

4. A copy of each of the Orders, which will come into force on 22 March 2021, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays inclusive during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, subject to pandemic related closures or on-line at

consultations. Alternatively, those without internet access can receive a copy of the documents by post, by phoning 020 8274 4901 or by sending a request to us by post to:- the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The letter of request should be prominently marked: ES/DPPP40.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

2. The general effect of the Orders will be to convert sections of existing parking places in lengths of roads generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed vehicle crossovers.

3. A copy of each of the Orders, which will come into force on 22 March 2021, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays inclusive during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, subject to pandemic related closures or on-line at

Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

2. During the works, no person will cause or permit any vehicle to:

(i) Darlaston Road, from the north-western kerb-line of Worple Road north-westward for a distance of 40 metres; or

(ii) Worple Road, the south-westbound lane, between a point 10 metres south-west of its junction with Elm Grove and a point 20 metres north-east of its junction with Nursery Road; or

(b) wait, including for the purpose of loading or unloading any vehicle, in:-

(i) the length of Darlaston Road specified in sub-paragraph (a)(i) above; or

(ii) Worple Road, the south-east side, between its junction with Elm Grove and its junction with Nursery Road.

3. Any designated parking place situated in the roads or lengths of road specified in paragraph 2(b) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in paragraph 2(a) above.

6. Vehicular traffic affected by the road closure in Darlaston Road should proceed using Edge Hill and Worple Road or vice-versa. During the lane closure in Worple Road, two-way traffic will be maintained using a two-way lights traffic management system.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Saturday 20th March 2021 and it is anticipated that the works will be completed by Friday 9th April 2021. However, the Order will remain in force for 12 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (THE GRANGE. WIMBLEDON)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations in The Grange, Wimbledon, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person would:-

(a) cause or permit any vehicle to enter or proceed in The Grange, from a point 6 metres north-west of the common boundary of Nos. 4 and 5 The Grange south-eastward to a point 3 metres north-west of the south-eastern boundary of No. 7 The Grange;

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of The Grange specified in sub-paragraph (a) above;

(c) enter or proceed in the north-eastern footway of the length of The Grange specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of The Grange specified in sub-paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via Southside Common, Murray Road and Ridgway or vice-versa.

6. Pedestrians affected by the footway closure should proceed using the footway opposite.

7. Nothing in the Order would apply to: -

(a) any person or vehicle engaged in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring pedestrian or vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Wednesday 7th April 2021 and it is anticipated that the works would be carried out that day between the hours of 8am and 6pm with 14th April 2021 designated as a backup date. However, the Order would remain in force for 3 months should the works be delayed or further works be required.

(LEOMINSTER ROAD AND LESSNESS ROAD. MORDEN)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice, that to facilitate gas main replacement works at the junction of Leominster Road with Lessness Road, Morden, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said roads.

2. During the works, no person will cause or permit any vehicle to:-

(a) enter or proceed in:-

(i) Leominster Road, from a point 15 metres west of the western kerb-line of Lessness Road to a point 15 metres east of the eastern kerb-line of Lessness Road;

(ii) Lessness Road, from the northern kerb-line of Leominster Road northward to the common boundary of Nos. 2 and 2a Lessness Road;

(b) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraphs 2(a)(i) and (ii) above.

3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.

5. During the works vehicular traffic should proceed using one or more of the following roads:- Lilleshall Road, Leominster Road, Malmesbury Road and Merevale Crescent.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.

7. The Order will come into force on Monday 22nd March 2021 and it is anticipated that the works will be completed by 11th April 2021. However, the Order will remain in force for 12 months should further works be required.
