LONDON BOROUGH OF MERTON
SCHOOL STREETS - PEDESTRIAN AND CYCLE ZONES
NOTICE OF MODIFICATION OF VARIOUS EXPERIMENTAL TRAFFIC ORDERS
1. The Council of the London Borough of Merton HEREBY GIVES NOTICE that, in pursuant of section 10(2) of the Road Traffic Regulation Act 1984, the Head of futureMerton is modifying:-

(a) the experimental pedestrian and cycle zone traffic orders listed in Schedule 1 to this notice so that the words "or proceed" are omitted from Article 3 and paragraph (d) of Article 4 of those Orders; and

(b) the Merton (Prescribed Route) (Ivy Gardens) Experimental Traffic Order 2020 so that the words "or proceed" are omitted from Article 3 and paragraph (d) of Article 5 of that Order.
N.B. 1 The prohibition on vehicles entering the various pedestrian and cycles zones, during the prescribed periods is not affected, but the prohibition on proceeding is removed.
N.B. 2 The roads which comprise the relevant pedestrian and cycle zones are listed in Schedule 2 to this notice.

2. The modifications will come into force on 22 January 2021.

3. The reason for the modifications is that they appear to the Head of futureMerton to be essential in the interests of the expeditious, convenient and safe movement of traffic.

4. A copy of the modifications, together with a statement of their effect, copies of the experimental Orders, plans indicating the locations of the school streets, the Council's statements of reasons for making the Orders and other relevant documents may be viewed at:

until the Orders cease to have effect or, subject to pandemic related closures, during normal office hours on Mondays to Fridays inclusive at: Merton Link, Merton Civic Centre, London Road, Morden, SM4 5DX.

5. The Council will consider in due course whether the provisions (as modified) of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under section 6 of the Road Traffic Regulation Act 1984. Persons desiring to object to the making of the permanent Orders, may, within a period of six months beginning with the day on which the modifications described in paragraph 1 of this notice came into force, or if an experimental Order is later varied by another Order or is again modified pursuant to section 10(2) of the 1984 Act, within a period of 6 months beginning with the date on which the variation or modification or latest variation or modification came into force, may visit

and do so, or send a statement in writing of their objection and the grounds thereof to the Head of futureMerton, Environment and Regeneration, Merton Civic Centre, London Road, Morden, SM4 5DX quoting reference: ES/SCHOOLSTREET and the name of the relevant road.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2021

1. The London Borough of Merton Council hereby give notice that to facilitate water works in West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit vehicular traffic in the said road.

2. Whilst the works take place, no person would cause or permit any vehicle to:-

(a) enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;

(b) wait, including for the purposes of loading or unloading, in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative route for vehicles affected by the road closure would be via Claremont Avenue and Burlington Road, or vice versa.

6. Nothing in the Order would apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

7. The Order would come into operation on Tuesday 16th February 2021 and works are anticipated to be completed within 5 days. However, the Order would remain in force for up to 6 months should further works be required.

LONDON BOROUGH OF MERTON

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(HAMMOND AVENUE, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water service connection and ancillary works in Hammond Avenue, Mitcham, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle toi­ls) enter or proceed in Hammond Avenue, Mitcham, between the common boundary of Nos. 4 and 6 Hammond Avenue and a point 5 metres south-east of the common boundary of Nos. 6 and 8 Hammond Avenue; (b) wait, including for the purpose of loading or unloading any vehicle, in the length of Hammond Avenue specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Hammond Avenue specified in paragraph 2 above will be suspended for the duration of the works in that length of road.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to the properties south-east of No. 6 Hammond Avenue, insofar as access is reasonably practicable without interference with the said works.

6. No diversion route is applicable as Hammond Avenue is a cul-de-sac.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Monday 1st February 2021 and remain in force for 12 months, or until the works are completed, whichever is the earlier.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
ARTERBERRY ROAD AND RIDGWAY, SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas mains replacement works in Arterberry Road and Ridgway, they have made an Order, the effect of which will be to which will be to continue in force the provisions of a temporary notice issued under section 14(2) of the Road Traffic Regulation Act 1984 temporarily restricting vehicular traffic in the said roads.

2. During the works no person will cause or permit any vehicle to:

(a) enter or proceed in Arterberry Road, from the south-eastern kerb-line of Ridgway south-eastward for a distance of 25 metres; or

(b) wait, including for the purpose of loading or unloading any vehicle in:

(i) Ridgway, between a point 10 metres south-west of the south­western kerb-line of Arterberry Road and a point 10 metres north­east of the north-eastern kerb-line of Arterberry Road;

(ii) the length of Arterberry Road described in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Arterberry Road specified paragraph 2 above will be suspended for the duration of the works in that length of road.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular access to properties adjacent to the restricted length of Arterberry Road will be maintained insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed using:-

(a) Ridgway, The Downs and Worple Road or vice-versa; or

(b) Ridgway, Copse Hill, Cottenham Park Road, Pepys Road and Worple Road or vice-versa.

7. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the length of road specified in sub-paragraph 2(a) above insofar as access is reasonably practicable without interference with the said works.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order will come into force on Saturday 23rd January 2021 and it is anticipated that works will be carried out over three weeks. However, the Order will remain in force for 18 months should further works be required.

LONDON BOROUGH OF MERTON

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
MURRAY ROAD, SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate construction and development works at No. 49 Murray Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:-

(a) Murray Road, the south-west side, between common boundary of Nos. 47 and 49 Murray Road and the common boundary of Nos. 49 and 51 Murray Road; and

(b) Murray Road, the north-east side, between a point 2 metres north-west of a point opposite the common boundary of Nos. 47 and 49 Murray Road and a point opposite the common boundary of Nos. 49 and 51 Murray Road.

3. Any designated parking place situated in the lengths of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Wednesday 27th January 2021 and will remain in force for 18 months or until the works are completed, whichever is the earlier.
