LONDON BOROUGH OF MERTON
PROVISION OF DISABLED PERSONS PARKING PLACES
THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 248) ORDER 2020
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 2 December 2020, made the above-mentioned Order under the powers conferred by sections 45,46,49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the above mentioned 'Free Parking Places' Order will be to: -

(a) designate parking places on the carriageway at the locations listed in Schedule 1 to this Notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(b) designate a parking place on the footway at the location listed in Schedule 2 to this Notice in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;

(c) provide that the parking places will operate at all times, unless otherwise stated;

(d) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(e) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

3. A copy of the Order, which will come into force on 21 December 2020, and other documents giving more detailed particulars of the Order, including plans specifying the roads or lengths of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

AMENDMENT TO CONTROLLED PARKING ZONE CW3
INTRODUCTION OF 2 HOUR MAXIMUM STAY PAY AND DISPLAY PARKING IN CRUSOE ROAD
THE MERTON (PARKING PLACES) (CW3) (NO. 2) (AMENDMENT NO. 3) ORDER 2020 THE MERTON (WAITING AND LOADING RESTRICTION) (CW3) (NO. 2) (AMENDMENT NO. 1) ORDER 2020
1. NOTICE IS HEREBY GIVEN, that the Council of the London Borough of Merton, on 2 December 2020, made the above mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the 'Parking Places' Order will be to:-

(a) re-designate the lengths of road specified in the Schedule to this Notice, which includes existing permit parking places and yellow line and a former loading bay, to shared use parking places operating Mondays to Fridays between the hours of 8.30 a.m. and 6.30 p.m. with a maximum 2 hour pay and display parking or "pay by phone" parking; and

(b) specify that the standard CW3 controlled parking zone charges and conditions apply.

3. The general effect of the 'Waiting and Loading' Order will be to amend and update the waiting and loading restrictions to facilitate the introduction of the 2 hour maximum pay and display parking places in Crusoe Road.

4. A copy of each of the Orders, which will come into force on 14 December 2020, and other documents giving more detailed particulars of the Orders, including a plan identifying the road or length of road affected by the Orders, can normally be inspected for a period of six weeks from the date on which the Orders were made during normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(THE DOWNS, WEST WIMBLEDON)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton, hereby give notice that to facilitate gas mains reinforcement and associated works in The Downs, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in The Downs, from its junction with Worple Road north-westward for a distance of 30 metres; or

(b) wait, including for the purpose of loading or unloading a vehicle, in the length of The Downs specified in paragraph 2(a) above.

3. Any designated parking place, situated in the length of The Downs specified in sub-paragraph 2(a) above would be suspended for the duration of the works in that road or length of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed by way of Ridgway, Edge Hill and Worple Road or vice-versa.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into force on Monday 4th January 2021 and it is expected that the works would be completed by 31st January 2021. However, the Order would remain in force for a period of 12 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
DENMARK AVENUE AND THORNTON HILL, WIMBLEDON
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton, hereby give notice that to facilitate gas mains replacement and associated works in Denmark Avenue and Thornton Hill, Wimbledon, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in:-

(i) Denmark Avenue, from its junction with Worple Road north-westward for a distance of 100 metres; or

(ii) Thornton Hill, from its junction with Worple Road north-westward for a distance of 100 metres; or

(iii) Thornton Hill, from a point 100 metres north-west of its junction with Worple Road north-westward for a distance of 100 metres;

(b) wait, including for the purpose of loading or unloading any vehicle, in the lengths of Denmark Avenue and Thornton Hill specified in sub­paragraph 2(a) above.

3. Any designated parking place, situated in the lengths of Denmark Avenue and Thornton Hill specified in sub-paragraph 2(a)(i) to (iii) above would be suspended for the duration of the works in those roads or lengths of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closures should proceed as follows:-

(a) during the closure of Denmark Avenue, via St John's Road, Thornton Road, Thornton Hill and Worple Road, or vice versa;

(b) during the closure of Thornton Hill, via Worple Road, Denmark Avenue, St John's Road and Thornton Road, or vice versa.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into force on Monday 11th January 2021 and it is expected that the works, which would be carried out in phases, would be completed by Monday 24th May 2021. However, the Order would remain in force for a period of 12 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
MIDMOOR ROAD, WIMBLEDON
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The Council of the London Borough of Merton hereby give notice that to facilitate major sewer repair works in the Elm Grove area, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Midmoor Road, Wimbledon.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Midmoor Road, the south-west side, from a point opposite the common boundary of Nos. 25 and 27 Midmoor Road south-eastward to a point opposite the common boundary of Nos. 29 and 31 Midmoor Road.

3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Wednesday 16 December 2020 and will remain in force for a maximum period of 12 months or until the works are completed, whichever is the earlier. The works are anticipated to be completed by 19 March 2021.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(CARISBROOKE ROAD, MITCHAM, LANCASTER AVENUE, MITCHAM, ST MARY'S ROAD, WIMBLEDON AND TUDOR DRIVE, MORDEN)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.

3. The restrictions and suspensions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this notice.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

7. The Order will come into force on Monday 7th December 2020 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.
