1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton made the following Orders on 28 August 2020 under sections 9, 10, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The Sutton (Prescribed Route) (All Saints Road) (Experimental Order No. 12) Order 2020 The Sutton (Prescribed Route) (Benhill Wood Road/Benhill Avenue) (Experimental Order No. 13) Order 2020
The Sutton (Prescribed Route) (Benhill Wood Road/Oakhill Road) (Experimental Order No. 14) Order 2020
The Sutton (Prescribed Route) (Grennell Road) (Experimental Order No. 15) Order 2020 The Sutton (20mph Speed Limit) (North Sutton Area) (Experimental Order No. 16) Order 2020 The Sutton (Charged-For Parking Places) (Amendment No. 32) Experimental Order No. 17) Order 2020; and
The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 32) Experimental Order No. 18) Order 2020.

2. The general effects of the Orders of which will come into force on 14 September 2020 will be to on an experimental basis introduce the following:-
- point road closures for all vehicles except pedal cycles in,
o All Saints Road west of its junction with Calthorpe Gardens,
o Benhill Wood Road at its junction with Benhill Avenue,
o Benhill Wood Road north of its junction with Oakhill Road,
o Grennell Road north of its junction with Edinburgh Road;
- 20mph zone in All Saints Road, Angel Hill Drive, Aultone Way, Avon Close, Benfleet Close, Benhill Road, Benhill Wood Road, Betchworth Close, Bramley Road, Brunswick Road, Burnell Road, Calthorpe Gardens, Chilworth Gardens, Chudleigh Gardens, Constance Road, Cressingham Grove, Danescourt Crescent, Duchess Close, Duke Street, Edinburgh Road, Elgin Road, Glena Mount, Godstone Road, Greenhill, Grennell Close, Grennell Road, Hawthorne Close, Hillview Road, Ivydene Close, Jengar Close, Kendal Gardens, Keswick Close, Lewis Road, Longford Gardens, Lower Road, Milford Grove, Monksdene Gardens, Montpelier Road, Montrose Gardens, Munslow Gardens, Oak Close, Oakhill Road, Oliver Road, Palmerston Road, Princes Street, Rose Hill Park West, Roseacre Close, Rosebery Gardens, Rosehill Gardens, St Barnabas Road, Stanmore Gardens, Thicket Crescent, Thicket Road, Upper Vernon Road, Vernon Road, Vine Close, Waverley Avenue, William Road, Woodend and Woodside Road;
- double yellow line 'at any time' waiting restrictions in:-
o All Saints Road opposite its junction with Calthorpe Gardens
o Benhill Avenue at its junctions with Benhill Wood Road and, Nursery Road
o Benhill Wood Road at its junction with Oakhill Road.

3. The Orders provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Group Manager for Highways and Transport of the Council of the London Borough of Sutton, or some other person authorised in that behalf by that officer may, if it appears to that officer or to that other person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the area through which the road affected by these Orders runs, modify or suspend these Orders or any of its provisions save that no modification shall make an addition.

4. If the provisions of these Orders continue in operation for a period of not less than six months, the Council of the London Borough of Sutton will consider in due course whether the provisions of these Orders should be reproduced and continued in force indefinitely by means of Orders under section 6, 45, 46, 49, 84 and 124 of and Part IV of Schedule 9 of the said Act of 1984. Persons desiring to object to the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (ie by 13 March 2021), or within six months of the date on which any modification to these Orders may come into force.

6. A copy of these Orders, of the Council's Statement of Reasons for making these Orders and plans showing the locations and the effects of the Orders may be inspected at the Council's Civic Offices, St Nicholas Way, Sutton, Surrey, SM1 1EA between 9am and 5pm on Monday to Friday. Copies can also be obtained by calling 020 8770 5000.

7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
