THE MERTON (20 MPH SPEED LIMIT) (NO. 11 TRAFFIC ORDER 2020 THE MERTON 120 MPH SPEED LIMIT) (NO. 21 TRAFFIC ORDER 2020

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 6th April 2020, made the above-mentioned Orders under sections 84 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.



2. The general effect of the Orders will be to:-



(a) impose a 20 MPH speed limit in the roads or lengths of roads described in Schedule 1 to this notice, and,



(b) revoke the Orders specified in Schedule 2 to this notice and re-enact their provisions.



3. A copy of the Orders, which will come into force on 17 April 2020, and other documents giving more detailed particulars of the Orders, including a plan specifying the roads or lengths of roads affected by the Orders, are deposited at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX and these would ordinarily be available for inspection during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made. We are unable to provide access to the council offices while coronavirus (COVID-19) social distancing measures are in place and the documents have been made available for inspection at

https://www.merton.gov.uk/

streets-parking-transport/traffic-management/consultations. Alternatively, those without internet access can receive a copy of the documents by post by phoning 020 8274 4901 or by sending a request to us by post to:- the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. The letter of request should be prominently marked: MADE 20MPH PHASE 6.



4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11 LINCOLN AVENUE. SW19 (TEMPORARY RESTRICTION OF TRAFFICl (NO. 21 ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate new sewer connection works in Lincoln Avenue, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Lincoln Avenue.



2. During the works, no person will cause or permit any vehicle to:-



(a) enter or proceed in Lincoln Avenue, SW19 between its junction with Somerset Road and its junction with Seymour Road;



(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Lincoln Avenue specified in sub-paragraph 2(a) above.



3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular traffic affected by the road closure should proceed using Somerset Road, Bathgate Road and Seymour Road.



5. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order will come into operation on Monday 27th April 2020 and it is expected that the works will be completed by 15th May 2020. However the Order will remain in force for a maximum period of 18 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11

SUNNYSIDE. WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFICl ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works to be undertaken in Sunnyside, Wimbledon they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. During the works, no person would cause or permit any vehicle to:-



(a) enter or proceed in Sunnyside, from its junction with Ridgway to its south-easternmost extremity; or



(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Sunnyside specified in paragraph 2(a) above.



3. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Any vehicle waiting in contravention of any waiting or parking restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



5. Sunnyside is a cul-de-sac and vehicular access to properties adjacent to the prohibited road or length of road would be maintained.



6. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or



(b) anything done with the permission or at the direction of a police constable in uniform; or a police community support officer in uniform or a Civil Enforcement Officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



7. The Order would come into operation on Wednesday 13th May 2020 and it is anticipated that the works would be completed on Friday 15th May 2020. However, the Order would remain in force for a maximum period of eighteen months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 ■ SECTION 14(11

MURRAY ROAD. SW19 (TEMPORARY RESTRICTION OF TRAFFICl ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations and associated works in Murray Road, SW19, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.



2. During the works, no person will:-



(a) cause or permit any vehicle to enter or proceed in Murray Road, between its junction with Ridgway and its junction with Southside Common;



(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of Murray Road specified in sub­paragraph (a) above;



(c) enter or proceed in any footway in Murray Road adjacent to the works site.



3. Any designated parking place situated in the length of Lauriston Road specified in sub-paragraph 2(a) above will be suspended for the duration of the works.



4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Vehicular traffic affected by the road closure should proceed using Lauriston Road, Ridgway, Southside Common and The Grange as required.



6. Pedestrians affected by the footway closure should proceed using the footway opposite.



7. Nothing in the Order will apply to: -



(a) any person or vehicle engaged in the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.



8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



9. The Order will come into operation on Monday 20th April 2020 and it is anticipated that the works will be carried out until 23rd April 2020. However, the Order will remain in force for 18 months should the works be delayed or further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11 (CARSHALTON ROAD. CHURCH ROAD AND WILLOW LAN El (TEMPORARY RESTRICTION OF TRAFFICl ORDER 2020

1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.



2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of roads.



3. The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress but would likely be those diversion routes specified in column 2 of the Schedule to this notice.



5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



6. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or



(c) emergency service vehicles, subject to site conditions at the time of any emergency; or



(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.



7. The Order would come into force on Tuesday 21st April 2020 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order would remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.
