LONDON BOROUGH OF MERTON WAITING RESTRICTIONS IN VARIOUS ROADS THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 480) ORDER 2020

LONDON BOROUGH OF MERTON WAITING RESTRICTIONS IN VARIOUS ROADS THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 480) ORDER 2020

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 28 January 2020 made the above-mentioned Order under sections 6 and



124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that-



(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading



or unloading a vehicle for 40 minutes) will be prohibited at any time in the roads or lengths of roads described in the Schedule to this Notice;

(b) the waiting restrictions in



(i) The Quadrant, and



(ii) Broadway Court;



will be updated to match the existing road layouts.

3. A copy of the Order, which will come into force on 10 February 2020, and other documents giving more detailed particulars of the Order, including plans specifying the roads or lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.



4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

SCHEDULE

ARRAS AVENUE, SM4;

both sides, from the western kerb-line of The Drive westward for a distance of 10 metres. CAESAR'S WALK,

(a) the south-east side, from a point 7 metres north-east of its junction with Hatton Gardens south-westward to a point 7 metres south-west of that junction;



(b) the south-westernmost cul-de-sac, the south-east side, from a point 3.9 metres south-west of the common boundary of Nos. 61 and 63 Caesar's Walk around the cul-de-sac to a point 9.2 metres south-west of the common boundary of Nos. 56 and 58 Caesar's Walk on its north-west side.



HATTON GARDENS, both sides, from its junction with Caesar's Walk, south-eastward for a distance of 7 metres. MONTACUTE ROAD, the southernmost north-west to south-east arm of Montacute Road which lies between the main arm of Montacute Road and No. 58 Montacute Road, the cul-de-sac end from the common boundary of Nos. 64 and 66 Montacute Road, the north-east side, around the cul-de-sac end to the common boundary of Nos. 46 and 48 Montacute Road on its south-west side. STATION ROAD, COLLIERS WOOD

(a) the north side, from the common boundary of Nos. 38 and 40 Station Road eastward for a distance of 32 metres;



(b) the south side, from a point opposite the common boundary of Nos. 38 and 40 Station Road eastward for a distance of 34 metres.



THE DRIVE,

(a) the west side,

(i) from the common boundary of Nos. 8 and 10 The

Drive, southward to the common boundary of Nos.

(iii) from a point 32.8 metres south of the common boundary of Nos. 14 and 16 Waterside Way southward for a distance of 5 metres;



(iv) from a point 5 metres north-west of the common boundary of Nos. 12 and 14 Waterside Way south­eastward for a distance of 16.4 metres;



(v) from a point 46 metres south-east of the common boundary of Nos. 12 and 14 Waterside Way south­eastward for a distance of 20 metres.



LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1) UNIVERSITY ROAD, COLLIERS WOOD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton, hereby give notice that to facilitate a new water connection and associated works in High Street, Colliers Wood, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in University Road.



2. During the works no person would cause or permit any vehicle to:-



(a) enter or proceed in University Road, from its junction with High Street, Colliers Wood north­westward for a distance of 15 metres; or



(b) wait, including for the purpose of loading or unloading a vehicle, in the length of University Road specified in paragraph 2(a) above.



3. Any designated parking place, situated in the length of University Road specified in sub-paragraph 2(a) above would be suspended for the duration of the works in that road or that length of road.



4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference.



6. Vehicular traffic affected by the road closure should proceed by way of Denison Road, College Road and High Street, Colliers Wood or vice-versa.



7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. The Order would come into force on Monday 17th February 2020 and it is expected that the works would be completed on Tuesday 25th February 2020. However, the Order would remain in force for a period of 6 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1) UPPER GREEN WEST, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2020

1. The Council of the London Borough of Merton hereby give notice that to facilitate essential carriageway repair and associated works in Upper Green West, Mitcham (A236), they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. Whilst the works take place no person would cause or permit any vehicle to:-



(a) proceed other than in a north-westbound in Baron Grove, between its junction with Raleigh Gardens and its junction with London Road; or



(b) wait, including for the purpose of loading or unloading a vehicle, in the length of Upper Green West specified in paragraph 2(a) above.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.



5. Vehicular traffic affected by the one-way working should proceed by way of Western Road, Church Road, Lower Green West, London Road, Cricket Green, Madeira Road, Commonside West and Upper Green East.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order would come into operation on Tuesday 11 February 2020 and it is anticipated that the works would be completed by overnight between 9pm on 11 February 2020 and 5am the next day. However, the Order would remain in force for 3 months and its provisions would be re-introduced should further works be required.
