1. NOTICE IS HEREBY GIVEN, that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Orders.

2. The general effect of the Orders would be to reduce the length of the parking place outside No. 90 Vernon Avenue by 2.2 metres to facilitate the introduction of no waiting 'at any time' restrictions (double yellow lines) and improve the turning head at the cul-de-sac end of Vernon Avenue.

3. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX,

LONDON BOROUGH OF MERTON PROPOSED WAITING RESTRICTIONS IN VARIOUS ROADS THE MERTON (WAITING AND LOADING RESTRICTION! (AMENDMENT NO. *1 ORDER 20*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977sothat-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) would be prohibited at any time in the roads or lengths of roads described in the Schedule to this Notice;

(b) the waiting restrictions in

(i) The Quadrant, and

(ii) Broadway Court;

would be updated to match the existing road layouts.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the lengths of roads to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11 (EASTFIELDS ROAD AND GROVE ROAD. CR4! (TEMPORARY RESTRICTION OF TRAFFIC! (NO. 2! ORDER 2019
1. The London Borough of Merton Council hereby give notice that to facilitate the replacement of road plates and associated works at the Eastfields Road level crossing, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.

2. Whilst the works take place no person would:-

(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:

(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and

(ii) Grove Road, from its junction with Eastfields Road south­eastward for a distance of 10 metres; or

(b) enter or proceed in the lengths of road listed in sub-paragraph 2(a) above.

3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.

5. Pedestrian access to properties adjacent to the prohibited lengths of road would be maintained at all times.

6. Alternative routes for diverted traffic would be as follows:

(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;

(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;

(c) for pedestrians, via the adjacent footbridge.
7. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

8. Nothing in paragraph 2(b) above would apply to persons connected with the execution of the works.

9. The Order would apply from 11.59pm on Friday 27th December 2019 until 11.59pm on Sunday 29th December 2019.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11 EVELINE ROAD. MITCHAM
(TEMPORARY RESTRICTION OF TRAFFIC! ORDER 2019
1. The Council of the London Borough of Merton hereby give notice that to facilitate works to reconstruct the entrance to Eveline Road from London Road, they have made an Order, the effect of which will be to continue in force the provisions of a temporary notice issued on 21 November 2019, under section 14(2) of the Road Traffic Regulation Act 1984 temporarily restricting vehicular traffic in Eveline Road.

2. During the works no person shall cause or permit any vehicle to:

(a) enter or proceed in Eveline Road, from its junction with London Road, westward for a distance of 20 metres;

(b) wait, including for the purpose of loading or unloading, in Eveline Road,

(i) both sides, from its junction with London Road westward for a distance of 30 metres;

(ii) the north side, from a point 3 metres east of the common boundary of Nos. 5 and 6 Sessions Terrace, Eveline Road to a point 3 metres west of the common boundary of Nos. 8 and 9 Sessions Terrace, Eveline Road;

(iii) the south side,

(1) from the common boundary of Nos. 11 and 13 Eveline Road westward for a distance of 20 metres;

(2) from the common boundary of Nos. 59 and 61 Eveline Road eastward for a distance of 20 metres.

3. Any designated parking place situated in the lengths of road specified in sub-paragraph 2(b) above will be suspended for the duration of the works.

4. During the works, the one-way working in Eveline Road will be suspended, with two-way traffic permitted in the length of Eveline Road not closed to vehicular traffic and with vehicles permitted to turn right into Eveline Road from Plummer Lane.

5. The restrictions will apply from 6pm on Friday 29th November 2019 for a maximum of two weeks.

6. Traffic affected by the road closure should proceed using London Road, Lavender Avenue and Mortimer Road.

7. Nothing in this Notice will apply: -

(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) to any vehicle engaged in the execution of the said works; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent access to premises in or adjacent to the lengths of road specified in sub-paragraph 1 (a) above insofar as access is reasonably practicable without interference with the works.

8. Except as provided in paragraph 7 above, if a person causes or permits a vehicle to wait in the lengths of restricted street specified in paragraph 1 of this Notice, at such times as traffic signs indicating that such waiting is prohibited are placed in that restricted street, then a contravention of this Notice and a parking contravention within Part 1 of Schedule 7 to the Traffic Management Act 2004 shall be deemed to have occurred.

9. Any vehicle that is in contravention of the temporary restrictions at a time when these restrictions apply may be removed in accordance with the Removal and Disposal of Vehicles Regulations 1986.
