Can you help man who got ticket?

I am writing in the hope that someone reading this might be able to help me.

On the 30th October, 2007 at around 4.30pm I was travelling on my scooter through Tooting High Street.

A man on a motorbike was struck on his right side by a car turning left into Ansell Road off Tooting High Street.

I immediately stopped and offered any assistance I could at the scene of the accident.

Fortunately the motorcyclist was not seriously hurt and I left him and the driver of the car to discuss and exchange details.

I returned to my scooter to continue my journey but unfortunately it wouldn’t start.

I attempted to start it again and it was at this point I was filmed by a red route patrol vehicle.

A week later I received a parking penalty for parking on a red route.

I wrote back and explained the circumstances as to why I was there but Transport for London did not accept my appeal stating there was no proof in what I said.

If anyone reading this letter witnessed this accident I would very much appreciate it if you would contact me via the paper.

I only wanted to offer help to someone and it would appear that I’m going to be fined heavily for that.
