Council charges £35 to collect waste...then dumps it in next town

Sutton Council faces accusations of gross hypocrisy after being caught illegally dumping two truckloads of garden waste in a neighbouring borough.

The local authority invests thousands of pounds in combating fly-tipping but appears to have missed one of the biggest culprits: itself.

"My first reaction was what the hell is Sutton Council doing dumping waste, full stop. We take recycling exceedingly seriously and would prosecute anyone caught fly-tipping, even if it was one of our officers."

Photographs uncovered by the Sutton Guardian show a council van emptying rotting cuttings near a recreation ground in Reigate and Banstead.

The evidence of environmental crime gives an astonishing answer to householders wondering where their green waste is going.

It also brings charges of double standards when the £35 collection charge was introduced to reduce the cost of sending biodegradable rubbish to landfill.

Joan Spiers, leader of Reigate and Banstead Council, said: "My first reaction was what the hell is Sutton Council doing dumping waste, full stop'. It is totally unacceptable.

"We take recycling exceedingly seriously in Reigate and Banstead, and would prosecute anyone caught fly-tipping, even if it was one of our officers.

"I hope and pray this situation never happens here, and will be contacting Sutton Council to make sure the site was properly cleared."

The council shifted the mound of waste and began an investigation into who was responsible for authorising its illegal disposal.

A spokesman said: "This should not have happened and we urgently cleared the site over the weekend. We are very grateful that this incident was brought to our attention and we have already started an investigation into how it occurred."

The offence was discovered when residents near Corrigan recreation ground complained to Tim Crowley, the Clockhouse ward councillor.

His findings intensify pressure on Councillor Colin Hall, executive member for the environment, who already faces a confidence vote over his handling of the unpopular waste charge.

Coun Crowley said: "Last week Coun Hall claimed that Sutton has the fourth lowest fly-tipping rate in London. Now, under his watch, council employees have been caught doing it red-handed."

John Kennedy, Conservative opposition spokesman for waste management, said the administration lavishes money on advertising its green credentials but actually "pollutes our environment".

Great idea, lets pass on all our crap to a different borough, then it wont be our problem!!!
I'd love to know what Sutton Council were smoking or sniffing when they came up with that bright idea.
Maybe they should smoke some of that grass in the picture & maybe they wouldn't come up with such stupidness

Councillor Colin Hall is clearly totally detached from reality and has forgotten how to listen. I think it is time he resigned

Just goes to show how arrogant senior council workers are. "even if it was one of our officers" as if they might normally be exempt from such laws by being an officer....

I dont know about Colin Hall resigning, but he should be sacked! what a bl**dy disgrace to be dumping rubbish that people have paid him to be disposed of properly.

The Council meeting starts at 7pm on Monday. You are all welcome.

It was interesting that, when confronted with this story at a public meeting on Wednesday, Cllr Hall attempted to explain it away by saying that it was normal practice.

This flies in the face of comments by council officers and the fact that an investigation has started. I'm not sure that Banstead and Reigate would be impressed that it is normal practice to dump rubbish across the borough border for any length of time.

I just can't believe this, absolutely outrageous! Heads should roll at Sutton council - fly-tipping is out of control in this country and one of the bodies that is supposedly trying to reduce it is actually one of the causes!

When are this Liberal Democrat Council going to start listening to the people of this Borough?

They use the extortionate Council Tax we pay to fund:
- Road Humps nobody needs or wants
- Controlled Parking consultation they do not listen to
- Salaries/Expenses that are not justified

and then they ask us to pay in addition for collection of garden waste which clearly from all of the feedback everybody deems a neccessity !!!

Come on Mr Hall, admit you were wrong, this has been a monumental failure and lets get back to the previous system which was not broken and did not need fixing.

Councillor Hall has become a liability in his role to the people of the Sutton Borough and if he was employed by a commercial company he would have been dismissed a long time ago. So Sutton Council why is he still employed? or at least demoted to a menial job so he has no authority to impose his sub standard thoughts on waste collection and disposal. Or better still, why does'nt he do what most decent MEN would do and resign.

The fly-tipping MAY have been done by employees acting without Council instructions. Whoever is responsible, urgent action needs to be taken and those responsible given a stiff warning. The £35 garden waste charge is very unwelcome; the previous system seemed to work well.

FLY-TIPPING IS ILLEGAL. What are they thinking of at Sutton. Whoever is responsible(the driver(s)) should be sacked immediately. And the Council should be made to pay a heavy fine. Disgraceful.

Re Juliet Chaplin's comment. Cllr Hall stated in a public meeting that this flytipping was a 'normal practice'. If it is not normal practice, he misled the public meeting; if it is normal practice, and the drivers acted under instruction, then Sutton Council is breaking the law. Either way, it's about time he came up with an explanation or simply resigned.

As well as the start time of 7pm on Monday 21st July for the Council meeting, I should have added that it is held in the Europa Gallery on the 1st floor of the Civic Offices in St Nicholas Way, Sutton. This is the area next to the Library though you will need to enter via the main Civic Office entrance in the underpass.

Fly-tipping is illegal and the council had a duty of care to ensure it is disposed of properley. That is the law so if this is normal practice - quite frankly I am very concerned!

I wonder how many people will choose option 3 on garden waste in the council's Waste & Recycling Policies booklet, thinking they will get one bag a fortnight free. I have just asked the council if we can just take the free bag and been told no, we only get the free bag when we pay for another!! Just like Sutton Council to load the question to get the answer they want.

Colin Hall won the confidence motion by 26-21
3 Lib Dems did not turn up to support him and actually nobody from the lib dem side actually spoke up for Colin Hall.All they did was praise their own past achievements and criticise the Tories for bringing the motion.
Cllr Lownde abstained on the first vote which was a show of hands but then voted in support of Cllr Hall.That must have hurt.
A bit like Turkeys voting for christmas really.

Just to add a little more detail to Timmo's report. Proceedings were delayed sometime whilst an spoiling amendment by the LibDems, amazingly seconded on the order paper by Colin Hall himself was ruled as inadmissable. The proposer did his utmost to avoid his colleagues having to vote on their confidence in the Lead councillor to avoid party splits being brought into the open. This unnecessary delay meant that other important council business was not reached by the statutory end of the meeting at 10.15pm and went through on the nod without debate.

I still don't know what lead councillors have to do to get the sack these days whilst everyone else in Sutton has to pay £35.
