A safety report into the controversial Heart of Hackbridge project has been made public 14 months after it was completed.

The report, completed in August 2013 prior to work beginning on the junction, warns there was the potential for 'conflict' between pedestrians using the uncontrolled crossings nearest to the roundle and vehicles.

Since the report, which is mentioned in subsequent documents made public, the design has undergone a number of changes and a latest safety audit published on September 29 put forward more recommendations.

The absence of the report from public access was noted by Councillor Tim Crowley, leader of the Conservative opposition, after he searched for original traffic expert findings.

Writing to Sutton Council area renewal programme manager, Sally Blomfield, Coun Crowley said: "I have been going through the paperwork for this project but I can not locate the initial health and safety risk assessment that must have been done for it.

"Would you be able to forward it to me?"

She replied: "Thanks for pointing out that this is not on the web pages. I have asked for it to be loaded up ASAP."

The report, Heart of Hackbridge Project Stage 1/2 Road Safety Audit found: "The proposed, uncontrolled pedestrian crossings at Hackbridge Corner are located relatively close to the middle of the junction.

"Road users concentrating on manoeuvring through the junction may not appreciate the presence of crossing pedestrians or they may have to brake suddenly to avoid crossing pedestrians.

"The likelihood of conflicts between pedestrians and vehicles, or shunts, may increase."

Council officers said the failure to publish the report was a mistake and confirmed recommendations were taken into account.
