Paul Burstow, MP for Sutton and Cheam, overspent on staffing expenses last year, according to data from the Independent Parliamentary Standards Authority (IPSA).
The former Liberal Democrat chief whip spent £144,452.39 on paying staff during 2013/14 - £452.39 over the maximum limit.
In total, he claimed £169,916.93, which is £3,213.9 more than Tom Brake, Liberal Democrat MP for Carshalton and Wallington.
Mr Burstow campaigned for the creation of IPSA after the expenses scandal in 2009, and said that it was right for MPs to be "held to account" for money claimed from taxpayers.
At the time, he was praised by The Daily Telegraph - which exposed the scandal - for turning down a second home allowance in favour of the much smaller London subsidy.
A spokesman for Mr Burstow said that the money was spent on paying staff for overtime, and that the overspend would be offset against this year’s budget.
