Golden frames installed by a mysterious framer have brightened up road signs in Teddington - but has the infamous Phantom Framer been caught in the act?

This picture, of who the Richmond and Twickenham Times understands to be the Phantom Framer in action, was uploaded to Twitter yesterday afternoon.
The Phantom Framer has so far kept his or her identity a secret, despite some of their handiwork being removed.
Other pictures of people in front of the golden road signs have also been uploaded onto the social media website, but the framer told the Richmond and Twickenham Times they have yet to be unmasked and "There is a Phantom Framer in all of us."
