Taxpayers could be saved £1m a year if the Government allows Richmond Council to set its own planning application charges.
Deputy leader Councillor Geoffrey Samuel is calling for changes to be made so the council can recover the true costs of planning applications.
Currently, the Government imposes a fixed fee meaning taxpayers in the borough make up the loss in revenue through council tax bills.
Changing the system to allow councils to set their own fees will be fairer for the taxpayer and planning applicant.
Coun Samuel said: "A simple change in legislation will allow local authorities to shore-up the loss of cash due to property developers enjoying a fixed fee. This adjustment would not cost the Government a penny.
"This needs to change now and I will fight Richmond’s corner every step of the way until the Government recognises this is a problem that needs resolving."
