Families said they would continue to fight for double glazing after being told they could face another two years of cold, wet winters.
Black mould, dripping windows and crumbling plaster drove residents in Meldone House and Armeston House in Sheephouse Way, New Malden, to petition Kingston Council for action to be taken in December last year.
The council is able to invest in housing in the borough as funds become available in April but said it was unlikely any window replacement programmes would take place until 2013-14.
The council acknowledged that the windows were in poor condition but recommended funds were used to upgrade the interior of the 64 flats to meet the Government’s decent homes standards by 2016.
The authority was unable to say how much it would cost to install the double glazed panes, which are not required to meet decent homes standards.
All properties have to be surveyed before further decisions are made and the council agreed Armeston and Meldone would be the first to be visited this month.
