A camera mounted in the trees on land used for public recreation captured 10,941 images of unknowing park-goers.
Walton Charity is on to its third application to build offices on its land in Severn Drive, Walton, and commissioned Site-Eye, a firm specialising in time-lapse movies, to survey activities and use of the land for 10 days in October.
Mick Flannigan, of Rydens Road, said: “Eleven thousand captured images is chilling - especially the knowledge that somebody was filmed while sunbathing.”
Alex Hyne, post-production department from Site-Eye, said: “Every effort has been made, under direction from Walton Charity and Living Architects, to obscure any recognisable faces and thus to protect the privacy of any member of the public who happened to pass by the camera whilst it was in operation.”
