Whitehorse Lane has been shut in both directions following a burst water main.
Engineers are carrying out emergency repairs on the pipe at the junction of South Norwood Hill, Selhurst.
One half of the Whitehorse Road was already shut due to gas works.
A Thames Water spokeswoman said: "We’re sorry we’ve had to close the road to repair our burst pipe.
"We’re working hard to get it fixed and are aiming to have the road reopened before rush-hour. The temporary traffic lights related to the ongoing gas works will remain in place.”
