Esher and Walton have the most expensive starter homes outside of London, meaning first-time buyers in the area are being priced out of the Government’s Help to Buy ISA scheme.
The scheme, introduced in December, allows first-time buyers to put their deposit into a tax-free savings account and receive a 25 per cent bonus, up to a maximum of £3,000.
But first-time buyers in Elmbridge will not be eligible because the Government will only contribute extra funds if the price tag of a home is less than £250,000 outside London.
The average price of a two-bedroom house in Esher is £562,500, according to figures from property website Zoopla, £312,500 above the cap.
Walton comes close behind with two-bedroom houses costing £550,985 on average, £303,988 over the limit, according to an investigation by the BBC.
A two-bedroom house in Cobham is the cheapest in Elmbridge, with homes costing £449,975 on average.
The average price of a two-bedroom house in Molesey will also cost buyers an extra £50,000 if they opt for the East side of town instead of the West.
Chancellor George Osborne told BBC South East Today: "We want it to be available for people getting on the housing ladder rather than [for] more expensive homes.
"The scheme goes from strength to strength and we can always look to improve it."
A Treasury spokesman said: "The property price cap allows the government to target support at those who are saving to buy their first home."
