Objectors feared civil unrest could result from plans for tables outside Costa Coffee in Hinchley Wood.
A report to the planning sub-committee outlined the 27 letters of objection, including one that the plans had the "potential to lead to civil unrest and antisocial behaviour" at the Station Approach site, Hinchley Wood.
A meeting was held at the Civic Centre in Esher on Monday, April 13, to decide if councillors should follow the officers recommendation to permit the application.
It was decided to grant permission for the outside seating area for four tables, eight chairs and a double-sided barrier system.
