Disabled shoppers went out along Norwood High Street on Thursday to test how accessible the stores are.
The campaigners rated the physical features of shops and attitudes of shopkeepers and came up with improvements such as installing ramps.
Most of the 40-strong team had learning disabilities and some were in wheelchairs.
Lambeth Learning Disability Partnership Campaigners had joined with charity Leonard Cheshire Disability for the event supported by the council.
Hannah Whittle, policy and campaigns intern at Leonard Cheshire Disability, said: “We found that access was quite poor.
“I went round with a man in a wheelchair because there were steps up to them.”
Co-Chair of the Partnership Board Richard Keagan-Bull said: “We are campaigning to make life easier for people with learning disabilities so people can get around and use shops and businesses.”
