Campaigners are set to release plans for a high speed link they say will end the need to expand Heathrow.
The 2M Group of London councils plans to release proposals for a cross country rail link to Europe on Monday.
The £30billion plan foresees a line that would run from Scotland to mainland Europe, linking cities in northern England and the Midlands.
But the Department for Transport says high speed rail links could not end the need to expand Heathrow.
The 2M Group says the project could be finished by 2030.
